carbon monoxide concentrations). Further, the General Pians of both agencies present
other actions to be undertaken to minimize air quality concerns. Implementation of
additional measures to control carbon monoxide concentrations is not known to be
necessary and is not warranted at this time.
Projected carbon monoxide concentrations at planned intersections along the
Arch-Sperry corridor have been analyzed and found to be less than significant (i.e.,
concentrations would remain below state and federal one-hour and eight-hour
standards). However, carbon monoxide concentrations at intersections are dependent
on ambient carbon monoxide concentration as .well as traffic volumes at the
intersections. The trend for ambient carbon monoxide levels has been downward due
to improved engine and fuels technology. Although it is likely that carbon monoxide
standards will be met at intersections along the Arch-Sperry road corridor, there is no
assurance that standards will be met due to possible unforeseen increases in ambient
concentrations. Consequently, it is conservatively assumed that project implementation
maY result in unavoidable, significant nificant adverse air quality impacts.
Y Conclusion"
Based on.. the ,previously described social, .economic.;and :other benefits or
- - s3 wr.
. _considerations of the .:project and. the .additional.overriding :considerations described
above; the benefits of the proposed project outweigh'the potential impacts;related to air II
quality,.and any adverse environmental effects associated with:these impacts, may be
considered to be acceptable.
Cultural Resources
Significant Unavoidable_Adverse Impact:
1. Project construction could result in disturbance of identified archaeologically
significant areas.
2. Project construction could result in disturbance of previously unidentified cultural
resources, possibly including human remains.
neddW.CA
19
