c. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department indicating that the area is suitable for septic <br /> system usage The studies must be approved by the Environmental Health Department prior to <br /> issuance of building permits) (San Joaquin County Development Title, Section 9-1105.2(d)). A <br /> review fee must be paid at tine of submittal to the Environmental Health Department. The review <br /> fee will be based on the current schedule at the time of payment. <br /> The sewage disposal system shall comply with the onsite sewage standards of San Joaquin <br /> County prior to approval A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel A permit-fee-per percolation hole is required. The fee will be based on the <br /> current schedule at the time of payment. <br /> Note: The Environmental Health Department received a soil suitability study dated February 10, <br /> 2014 that has been approved in EHD letter dated March 27, 2014. <br /> d. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBC-P) <br /> and nitrates with the results submitted to the Environmental Health Department prior to issuance of <br /> building permit(s) Samples are to be taken and analyzed by a State-approved IaboratorV (San <br /> Joaquin County Development Title, Section 9-1115.7). <br /> Note: The Environmental Health Department received well samples results included in the <br /> above-mentioned soil suitability study which were non-detect for both DBCP and <br /> nitrates. <br /> e. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/ Nitrate Loading Study findings prior to final .occupancy (San Joaquin County <br /> Development Title Section 9-1110.3 &-9-1110.4). <br /> Note: A new commercial septic system located at 18909 N. Atkins was installed on June 3, <br /> 2014 Certificate of Occupancy was signed off by EHD on December 21, 2015. <br /> f. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the <br /> number of service connections exceed four, a yearly permit to operate a public water system will <br /> be required by the Environmentai Health Department (San Joaquin County Development Title, <br /> Section 9-1120.2 and 9-1115.9). <br /> The supplier must possess adequate financial managerial and technical capability to assure <br /> delivery of pure wholesome and notable drinking water in accordance-with San Joaquin County <br /> Development Title Sections -9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code Section 116525 through 116570. <br /> 9_ Before any hazardous materials/waste can be stored or used onsite, the owner/operator must <br /> report the use or storage of these hazardous materials to the California Environmental Reportinq <br /> System (CERS) at cers.calepa.ca.gov/and comply with the laws and regulations for the programs <br /> listed below(based on quantity of hazardous material in some cases). <br /> 1 Any amount but not limited to the following hazardous waste; hazardous material spills, used <br /> oil used oil filters used oil-contaminated absorbent/debris, waste antifreeze, used batteries or <br /> other universal waste etc — Hazardous Waste Program (Health &Safety Code (HSC) <br /> Sections 25404 &25180 et sec.) <br /> 2 Onsite treatment of hazardous waste — Hazardous Waste Treatment Tiered Permitting <br /> Program (HSC Sections 25404 & 25200 et sec. & California Code of Regulations (CCR), Title <br /> 22, Section 67450.1 et sec.) <br /> San Joaquin County PA-0900094/13okisch <br /> Community Development Page 15 <br />
