The applicant lives on the parcel his is interested in redesignating (APN <br /> 243-220-53, 18266 S. Austin Road, Manteca). The site is located on the east side of Austin Road, <br /> approximately 300 feet south of State Route 120 in Manteca. In addition totthe residence, the site is <br /> k currently housing an illegal Utility company truck parking or`construction yard'. The enforcement <br /> t action is the impetus for this pre-application request. The underlying project is a `Construction Yard' <br /> for the Golden State Utility Company. <br /> In 1997 the adjacent parcel immediately north of Mr. Vourakis' site was redesignated from <br /> Agriculture (AIG) to Limited Industrial (I/L) and rezoned from AG-40 to I-W. Conditional zoning was <br /> attached limiting the site's use to dry storage of privately owned recreational vehicles. In April of <br /> 1999, a Site Approval was granted for a 238 stall RV storage facility (APN-243-220-52). The <br /> applicant would like to expand this adjacent zoning and land use designation to include his homesite <br /> parcel (APN 243-220-53). <br /> GP Consistency <br /> The proposed project does not conform to the Manteca Community Plan (see the attached letter from <br /> the City of Manteca). The County's community plan for the Manteca area indicates that industrial <br /> development is generally located in the southeast portion of the city (General Plan Vol. II, page VIII-2) <br /> The proposed site for rezoning lies immediately west of Manteca and across the street from the City's <br /> Sphere of Influence boundary line. Additionally, County policy(General Plan Vol. Ii, page IV-62) <br /> requires that the"expansion of urban communities shall be limited to areas where community <br /> wastewater treatment systems can be provided. The General Plan policies that address designating land <br /> Limited Industrial without benefit of public services are intended to recognize existing industrially <br /> developed areas and not to create new areas. <br /> The proposed project is also inconsistent with the County's Preservation of Agricultural <br /> Lands/Compatible Uses policy (General Plan Vol. I, page VI-13).
