Draft Supplemental Environmental Impact Report Page IV.A-18 <br /> Forward Inc. Landfill 2014 Expansion Project <br /> disposal facilities in the Siting Element of the Countywide Integrated Waste Management Plan <br /> (CIWMP). <br /> As discussed in Setting, above, the County has disposal capacity estimated to last until <br /> L approximately 2041. The Proposed Project would add approximately 8.0 million cubic yards to <br /> countywide disposal capacity, and the former Austin Road and original Forward Landfills at <br /> the project site are currently identified as disposal facilities in the Siting Element of the CIWMP. <br /> i The Project would increase the capacity of the existing facilities identified in the Siting Element. <br /> While expanding the estimated remaining life of the landfill in the Siting Element would not be <br /> a substantial change,it would require formal approval by the Integrated Waste Management <br /> Plan Task Force and the County Board of Supervisors. As of August 2014, the Siting Element <br /> had not been revised to account for the additional capacity of the proposed project, and it was <br /> not known when or if action would be taken. Until such time as the Siting Element is revised, <br /> the project would be inconsistent with the Siting Element. <br /> Multi-Species Conservation and Open Space Plan <br /> As discussed in Setting, above,the San Joaquin Multi-Species Conservation and Open Space Plan <br /> (SJMSCP) is a voluntary program. The project sponsor will participate in the SJMSCP. The <br /> proposed project would be consistent with the SJMSCP as amended. Mitigation measures to <br /> reduce impacts to species of concern,in addition to participation in the SJMSCP, are discussed <br /> •+ in H.Vegetation and Wildlife, Impacts and Mitigation Measures. <br /> Airport Land Use Plan Consistency and General Plan Aviation Policies <br /> As discussed under the Airport Land Use Plan Commission(ALUC) and 1993 Airport Land Use <br /> Plan(ALUP) section, above, the 2014 Expansion Project is located within the Sphere of Influence <br /> of the Stockton Metropolitan Airport (SMA), which is divided into various land use zones, as <br /> shown in Figure IV.A-2. Different land use standards, conditions, and restrictions apply in each <br /> subarea. As discussed in more detail below, the 2014 Expansion Project is within the Conical <br /> Zone of the airport but is not within the Outer Approach and Climbout Areas. <br /> In the 1993 Airport Land Use Plan,land use restrictions on landfills applicable in "Outer <br /> Approach and Climbout Areas" state "Dumps or landfills,other than those consisting entirely of <br /> earth and rock are not permitted, as well as waterways which create a bird hazard (retention basins, <br /> artificial lakes, ponds,etc.)."' Thus,the plan prohibits putrescible waste (waste streams other than <br /> concrete,rock, asphalt,wood and yard waste)in the Outer Approach and Climbout Areas for <br /> SMA. <br /> The previously proposed project was within both the Conical Zone and the Outer Approach <br /> Zone (which is less than 10,000 feet from SMA's runway), and was subject to the prohibition of <br /> ,r putrescible waste.' The 2014 Expansion Project is not within 10,000 feet of the SMA's runway <br /> and not within the Outer Approach Zone,but is within the Conical Zone.
