Draft Supplemental Environmental Impact Report Page IV.0-4 <br /> Forward Inc. Landfill 2014 Expansion Project <br /> ` Noise Measurements <br /> In order to characterize the current ambient noise conditions near the project site, the noise <br /> two measurements in the project area were updated by RCH Group (RCH) in July of 2014. Unattended <br /> noise measurements were conducted for 72 hours at four locations along Austin Road in the project <br /> area. In addition, two short-term consecutive 5-minute measurements were conducted at the same four <br /> locations and at two other locations;one along Austin Road and the other along Newcastle Road, <br /> northwest of the project site. The measurement locations were similar to those in the 2013 EIR,with the <br /> exception of Site 3, which was relocated south of the curve on Austin Road. Figure IV.0-1 illustrates <br /> the noise measurement site locations. The noise measurement locations are described in Table IV.0-3. <br /> 6 All noise measurement results are presented in Table IV.0-3, and Appendix E presents detailed data <br /> associated with the long-term measurements. Noise measurements were along the roadsides and not <br /> at the outdoor activity areas. However, the data collected at these sites were used as confirmation of <br /> .. noise model estimates of noise levels at outdoor activity areas. <br /> The ambient noise levels were higher at each measurement site location than those presented in the <br /> 2013 EIR. Increased noise may be attributed to traffic increases from the California Health Care <br /> Facility,which began operating north of the landfill in 2013. At Site 1, the operation of a new power <br /> plant across the road has increased background noise levels. <br /> Sensitive Receptors <br /> Land uses that are sensitive to noise are residential areas, schools, convalescent and acute care <br /> hospitals, some parks and recreational areas, and churches and other religious facilities. In the 2013 <br /> EIR, the only sensitive receptors identified near the proposed project expansion sites are rural <br /> residences. In 2013, operations began at California Health Care Facility on the site of the former Karl <br /> Holton Youth correctional facility on Austin Road. The nearest existing sensitive receptors to the <br /> ' proposed expansion areas and the haul routes are: <br /> • A residence is along Austin Road is approximately 1,300 feet south-southeast of the northeast <br /> expansion area; <br /> • Two residences are along Arch Road,west of Austin Road. One residence is approximately 65 <br /> feet from the road centerline and the other is approximately 120 feet from the road centerline; <br /> +.. • Five residences are along Austin Road,between Arch Road and the project driveway. These <br /> residences are between approximately 70 and 120 feet east of the road centerline; <br /> �. • Three residences are along Austin Road,south of the project driveway, the closest of which is <br /> approximately 100 feet east of the road centerline; <br /> • At least five residences are along French Camp,west of Austin Road, the closest of which is <br /> .. approximately 100 feet from the road centerline;and <br /> • At least six residences are along French Camp, east of Austin Road,the closest of which is <br /> approximately 80 feet from the road centerline. <br /> • California Health Care Facility,west of Austin Road. The facility is approximately 280 feet from <br /> the road centerline and 2,500 feet northwest of the northeast expansion area. <br />
