Draft Supplemental Environmental Impact Report Page IV.0-9 <br /> Forward Inc. Landfill 2014 Expansion Project <br /> Impact C.2. Truck Traffic Noise Impacts (Same as 2013 EIR Impact C.2.) <br /> The 2013 EIR determined that noise level increases attributed to the project would exceed the <br /> significance criteria at residential properties along each of the five roadway segments throughout the <br /> project area where residences would be most affected by the project. The revised project would result <br /> in the same level of traffic noise impacts as those described in the 2013 EIR. However traffic noise <br /> impacts would occur for a shorter period because the revised landfill closure date is 2031 instead of <br /> 2039. <br /> The modeled noise levels along the five roadway segments would be the same as modeled levels in the <br /> 2013 EIR and are presented in Table IV.0-4. The ambient conditions along these road segments <br /> currently exceed 65 dBA, and the increases of 3.6 dB to 4.4 dBA that would be attributable to the project <br /> (at maximum permitted daily trips) would be considered significant. The most obtrusive noise would <br /> be the morning peak hour trips;the traffic report estimates that approximately 17% of all project trips <br /> would occur in the morning peak hour. Therefore,impacts associated with project-generated traffic noise <br /> increases would be significant. <br /> The Following measure is proposed as part of the project: <br /> • As recommended mitigation in the 2000 EIR and implemented by the applicant, the landowner <br /> or tenant at 9690 Austin Road shall be provided with the option of requesting a sound wall or — <br /> noise barrier to reduce noise exposure both in the front yard and within the home. Additional <br /> noise monitoring and measures will be undertaken to demonstrate compliance with <br /> Development Title Section 9-1025.9 Transportation Noise Sources in the event noise complaints _ <br /> are received. <br /> This measure would reduce noise at the applicable house but would not mitigate noise impacts to other <br /> residences. Therefore this impact is significant and unavoidable. <br /> It should be noted that sound barriers are not feasible in the semi-rural areas that would be affected by <br /> truck traffic increases, because the barriers would be far removed from the activity areas of sensitive <br /> receptors and the sound barriers would generally be an unnatural barrier not only to noise but also to <br /> distant views now possible in these areas. <br /> Mitigation Identified in This EIR: <br /> Mitigation Measure C.2 (Same as 2013 EIR Mitigation Measure C.2.) <br /> To reduce truck traffic noise impacts, the landfill operator shall annually notify truck drives with a <br /> flyer that encourages drivers to maintain a steady speed on surface roads leading to the landfill. <br /> Drivers should be instructed to eliminate unnecessary noise by staying within the speed limit and <br /> travelling at a steady speed, especially for trips during the morning peak hours. <br /> Significance After Mitigation: <br /> Mitigation Measure C.2 could reduce the impact of increased truck noise but not to a level that would v <br /> be less than significant. Other than Mitigation Measure C.2,no additional mitigations are available for <br /> this impact other than reducing project operations. Reducing project operations would be a substantial <br /> change to the proposed project and therefore is addressed as a component of Alternative 2B (Reduced <br /> Size/Reduced Daily Operations Alternative) in Chapter V of the 2013 EIR. <br /> Therefore this impact is considered significant and unavoidable. — <br /> Impact C.3. On-Site Landfill Equipment Noise <br /> The 2013 EIR determined that noise from on-site landfill equipment would result in a potentially <br /> significant impact at the sensitive receptor closest to the northeast expansion area.
