Landfill 2014 Expansion Project <br /> federal GHG rule and to incorporate changes necessary for the California cap and trade <br /> program. The reporting threshold for 2012 emissions will be lowered to 10,000 metric tons <br /> per year of CO2e. <br /> LIn 2008, CARB adopted the Climate Change Scoping Plan (CARB 2008), which functions <br /> as a roadmap of CARB's plans to achieve GHG reductions in California required by AB <br /> i 32 through subsequently enacted regulations.The Scoping Plan proposes a <br /> L comprehensive set of actions designed to reduce overall carbon emissions in California. <br /> Key elements of the Scoping Plan include: <br /> L • Expanding and strengthening existing energy efficiency programs as well as <br /> building and appliance standards; <br /> • Achieving a statewide renewable energy mix of 33 percent; <br /> • Developing a California cap-and-trade program that links with other Western <br /> L Climate Initiative partner programs to create a regional market system; <br /> • Establishing targets for transportation-related GHG emissions for regions <br /> throughout California, and pursuing policies and incentives to achieve those <br /> Ltargets; <br /> • Adopting and implementing measures pursuant to existing state laws and policies, <br /> including California's clean car standards, goods movement measures, and the Low <br /> Carbon Fuel Standard; and <br /> 6. 0 Creating targeted fees, including a public goods charge on water use, fees on high <br /> global warming potential gases, and a fee to fund the administrative costs of the <br /> Lstate's long-term commitment to AB 32 implementation (CARB, 2008). <br /> The coping Plan also includes recommended measures that were developed to reduce <br /> i GHG emissions from key sources and activities while improving public health, <br /> Lpromoting a cleaner environment, preserving our natural resources, and ensuring that the <br /> impacts of the reductions are equitable and do not disproportionately impact low-income <br /> and minority communities.These measures put the state on a path to meet the long-term <br /> 2050 goal of reducing California's GHG emissions to 80 percent below 1990 levels. <br /> bw <br /> The total reduction for the recommended measures is 174 million metric tons/year of <br /> CO2e,by 2020, slightly exceeding the 169 million metric tons/year of CO2e of reductions <br /> Lestimated to be needed in the Draft Scoping Plan.The measures in the 2008 Scoping Plan <br /> approved by the Board will be developed and in place by 2012. <br /> The Landfill Methane Control Measure (Landfill Methane Rule or LMR) is one of the <br /> early action measures adopted by CARB to reduce GHG emissions.The rule became <br /> effective June 17, 2010 and required increased monitoring and earlier installation of LFG <br /> L collection and destruction systems at landfills with the goal of reducing methane <br /> emissions. <br /> The cap-and-trade program proposed as part of the Scoping Plan was adopted October <br /> jr 20, 2010. The rule establishes limits on sources of GHG emissions and is expected to <br /> create an overall 15 percent reduction in GHG by 2020 emissions from the business-as- <br /> usual scenario by limiting emissions and establishing a market for emission allowances. <br /> In October of 2013,the CARB submitted the First Update to the Climate Change Scoping <br /> Plan for public review and comment. The First Update to the Scoping Plan was approved <br /> by the CARB on May 22,2014, and builds upon the initial Scoping Plan with new <br /> �. strategies and recommendations. The First Update identifies opportunities to leverage <br /> existing and new funds to further drive GHG emission reductions through strategic <br /> planning and targeted low carbon investments.The First Update defines CARB's climate <br />
