Draft Supplemental Environmental Impact Report Page IV.D-14 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> Potential Impacts and Mitigation Measures <br /> Criteria of Significance <br /> .. According to Appendix G of the CEQA Guidelines a project may be deemed to have a <br /> significant effect on the environment if it would: <br /> • Conflict with or obstruct implementation of the applicable air quality plan(s); <br /> • Violate any air quality standard or contribute substantially to an existing or <br /> projected air quality violation; <br /> ` • Result in a cumulatively considerable net increase of any criteria pollutant for <br /> which the project region is non-attainment under an applicable federal or state <br /> ambient air quality standard (including releasing emissions which exceed <br /> quantitative thresholds for ozone precursors); <br /> • Expose sensitive receptors to substantial pollutant concentrations;or Create <br /> objectionable odors affecting a substantial number of people. <br /> L. Also, to address GHG emissions, the proposed project may be deemed to have a <br /> significant effect on the environment if it would: <br /> ` • Generate GHG emissions, either directly or indirectly, that may have a significant <br /> impact on the environment;or <br /> • Conflict with an applicable plan, policy,or regulation adopted for the purpose of <br /> `. reducing the emissions of GHGs. <br /> Consistent with CEQA Guidelines Appendix G, the SJVAPCD has established thresholds <br /> of significance that may be relied upon in assessing construction impacts,project <br /> operations and cumulative impacts. <br /> For construction impacts, the pollutant of greatest concern to the District is PMIo. The <br /> SJVAPCD recommends that significance be based on a consideration of the control <br /> measures to be implemented during project construction. Compliance with Regulation <br /> VIII and implementation of appropriate mitigation measures to control respirable <br /> particulate matter emissions are considered by the SJVAPCD to be sufficient to render a <br /> project's construction-related impacts less than significant. The SJVAPCD's GAMAQI <br /> contains a list of feasible control measures for construction-related PM,o emissions. <br /> The SJVAPCD's GAMAQI (2012 Draft) also includes significance criteria for evaluating <br /> operational-phase emissions from direct and indirect sources associated with a project. <br /> Indirect sources include motor vehicle traffic resulting from the project and do not <br /> ` include stationary sources covered under permit with the SJVAPCD. For this analysis, <br /> the project would be considered to have a significant effect on the environment if it <br /> would exceed the following thresholds: <br /> 6. • Cause a net increase in pollutant emissions of reactive organic gases (ROG) or <br /> NO,,exceeding 10 tons per year. <br /> v • Cause a net increase in pollutant emissions of PM,o or PM2.5 exceeding 15 tons per <br /> year. <br /> • Cause a net increase in pollutant emissions of SOX exceeding 27 tons per year. <br /> bw • Cause a net increase in pollutant emissions of CO exceeding 100 tons per year. <br /> L <br />
