(Same as 2013 EIR Mitigation Measure D.1.): The applicant <br /> shall comply with Regulation VIII and implement the following control measures during <br /> construction: <br /> • The applicant shall submit a Dust Control Plan subject to review and approval of <br /> y. the SJVAPCD at least 30 days prior to the start of any construction activity on a <br /> site that includes 40 acres or more of disturbed surface area. <br /> Specific relevant control measures for construction, excavation, extraction, and other <br /> earthmoving activities required by the SJVAPCD include: <br /> • All disturbed areas, including storage piles not actively utilized for construction <br /> purposes, shall be effectively stabilized using water, chemical <br /> stabilizer/suppressant, or covered with a tarp or other suitable cover or vegetative <br /> ground cover in order to comply with Regulation VIII's 20 percent opacity <br /> limitation. <br /> • All onsite unpaved roads and offsite unpaved access roads shall be effectively <br /> stabilized using water or chemical stabilizer/suppressant. <br /> L <br />
