Landfill 2014 Expansion Project <br /> L This section includes a summary of impacts and mitigations considered in the 2013 EIR, and has <br /> been updated to include impacts and mitigations that are new or have been substantially <br /> altered by changes in the proposed project. To facilitate review of the section and comparison <br /> bw of analyses between the 2013 EIR and this document, the heading for each impact or mitigation <br /> measure reflects whether that impact is the same, revised, replaced, or new. <br /> :. <br /> Standards of Significance <br /> For the purposes of this section, impacts and mitigation measures identified in the 2013 <br /> Forward Landfill Expansion EIR were reviewed and incorporated as appropriate. This impact <br /> section evaluates the currently permitted activities and proposed project described in the Project <br /> Description that could potentially result in impacts to health and the environment based on the <br /> i1+ conditions of the project area. The proposed project would have a significant impact with <br /> regard to hazardous materials if it would: <br /> • Create a potential public health hazard;or <br /> • Involve the use, production, or disposal of materials that pose a hazard to people or <br /> animal or plant populations in the area affected,beyond baseline conditions. <br /> The operation of any project with the potential to expose sensitive receptors to substantial levels <br /> of air toxics would be deemed to have a potentially significant impact. More specifically, <br /> proposed projects that have the potential to expose the public in excess of the following <br /> �• thresholds would be considered to have a significant air quality impact: <br /> • Probability of contracting cancer for the Maximally Exposed Individual exceeds 10 in <br /> one million. <br /> • Ground-level concentrations of non-carcinogens exceed the acceptable health based <br /> concentrations (i.e., a Hazard Index of greater than 1.0). <br /> .,, In addition to overall risks for public receptors analyzed in the HRA, the landfill expanded <br /> operation must conform to safe practices for its operators and programs to minimize and <br /> appropriately manage hazardous materials. <br /> aw Impacts and Mitigation Measures <br /> Impact E.1: Worker exposure to chemical contaminants and particulates during landfill <br /> •+ operations would exceed levels protective of human health or safety. (Same as 2013 EIR <br /> Impact E.1) <br /> ty The project would increase the amount of potentially contaminated waste products because of <br /> the proposed expansion of the Class II landfill,but the expansion would be smaller than the <br /> expansion project evaluated in the 2013 EIR. The current landfill allows for such materials as <br /> I Ow asbestos and automobile shredder waste,and a variety of nonhazardous commercial and <br /> industrial wastes including but not limited to sewage sludge;water treatment sludge;grit/grease; <br /> holding tank pumpings;storm drain cleanings;dredge and fill materials;fiberglass;soils <br /> contaminated with petroleum hydrocarbons,metals,nonpetroleum-based organics, and/or <br /> + soluble solids;ash;treated infectious waste;metals-contaminated wastes;organic compound <br /> contaminated materials;chemical toilet waste;boiler blowdown water(in dry form only); <br /> construction and demolition waste;processed tires;septic tank pumping;cleansed pesticide <br /> containers;and nonhazardous leachate.The Forward Landfill accepts cannery wastes in <br /> accordance with its WDRs and SWFP. <br />
