0 Draft Supplemental Environmental Impact Report Page IV.E-13 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> 6" a The landfill operator will follow legally required daily or alternative cover practices. <br /> 1 The landfill will continue to ban intact tires (which collect water and serve as a breeding <br /> bw ground for vectors) and large dead animals from disposal at the landfill. <br /> • Existing measures to discourage gulls from the landfill will be continued. <br /> • Appropriate landfill personnel will periodically monitor the landfill for the presence of <br /> vectors, and landfill inspections will be documented in the landfill operations <br /> administrative file. <br /> Implementation of these procedures would reduce this impact to a less-than-significant level <br /> and no mitigation is required. <br /> Impact E.6: The project would involve the use of additional regulated or hazardous materials <br /> ►— during the proposed landfill expansion construction and operation. (Same as 2013 EIR <br /> Impact E.6.) <br /> L, Construction activities during the extended life of the landfill would include earthmoving, <br /> paving,possible dewatering, various new construction including the new drainage and leachate <br /> collection systems, and painting. Solid waste could be generated from land clearing and <br /> a demolition of existing structures. Hazardous materials used in construction may include acids, <br /> lime, glues, paints, solvents, and curing compounds. During operations, vehicle fueling and <br /> equipment maintenance and cleaning would occur where diesel fuel, gasoline, oil, and grease <br /> would be stored and used onsite. Hazards associated with these materials would be a <br /> +.• potentially significant impact. <br /> Mitigation Measure E.6: (Same as the 2013 EIR Mitigation Measure E.6.) <br /> a.. <br /> (a) All applicable regulatory guidance originating after the Forward Landfill 2002 EIR shall be <br /> implemented; all hazardous materials shall be handled in accordance with local,State, and <br /> federal regulations. This includes required reporting various hazardous materials-related data <br /> as mandated by the California Health and Safety Code through the web-based California <br /> Environmental Reporting System(CERS). <br /> �. (b) The site HMMP, SWPPP,Operations Manual, and Wet Weather Plan shall serve to provide <br /> guidance in the use and handling of hazardous materials during the operations of the facility. <br /> .� Implementation of Mitigation Measure E.6 would reduce the impact to a less-than-significant <br /> level. <br /> Impact E.7: Private groundwater production wells located downgradient of the landfill may <br /> be affected by the VOC-contaminated groundwater plume. (Same as 2013 EIR Impact E.7.) <br /> The description of this impact is presented in the Hydrology and Water Quality section under <br /> .. Impact F6. The potential impacts from the potential ingestion of groundwater from private <br /> offsite wells contaminated by the landfill-generated leachate plume would be significant if not <br /> mitigated. As described in Impact F.6, F. Hydrology and Water Quality,Forward would <br /> implement measures that would reduce the impact to a less-than-significant. <br /> Impact E.B. Emissions of air toxics could pose a risk to human health. (Same as 2013 EIR <br /> Impact E.7.) <br />
