Draft Supplemental Environmental Impact Report Page IV.G-1 <br /> Forward Inc. Landfill 2014 Expansion Project <br /> G. EFFECTS FOUND NOT TO SUBSTANTIALLY CHANGE FROM 2013 EIR <br /> ` A Notice of Preparation (NOP) was circulated for the Project beginning on July 15, 2014. <br /> Written comments received on the NOP during the scoping period, which ended on <br /> August 15, 2014, were considered in developing the scope and content of the <br /> environmental resources and topics to be studied in this Supplemental EIR. The <br /> environmental topics analyzed in Sections IV.A through IV.F represent those topics that <br /> generated potential controversy and expectation of adverse impacts beyond or different <br /> than those described in the 2013 EIR. For the remaining topics, the proposed Project <br /> L would not result in new significant impacts beyond those already identified in the 2013 <br /> EIR. <br /> The discussions for each of the environmental topics listed below identify any applicable <br /> mitigation measures from the 2013 EIR, or any changes to those measures that would <br /> reduce significant environmental effects of the Project. <br /> A.Hydrology and Water Quality <br /> The 2014 Expansion Project would substantially reduce the landfill footprint compared <br /> to the 2013 EIR Project, and leachate and sedimentation ponds would be relocated to the <br /> southern, and possibly the eastern, side(s) of the facility to serve the proposed expansion <br /> areas (See Figure III.0-4, Site Plan). Hydrologic and water quality impacts would be <br /> similar but slightly less than for the 2013 Project and no new or intensified impacts are <br /> anticipated. Impacts F.1 through F.S also would continue to apply to the proposed <br /> Project. All measures identified in the 2013 EIR as Proposed as Part of the Project would <br /> be included in the current Project. Therefore impacts to hydrology and water quality <br /> from the 2014 Expansion Project would continue to be less than significant. <br /> B. Soils and Geology <br /> The 2014 Expansion Project would reduce the area of fill slopes compared to the 2013 <br /> Project, slightly reducing the potential seismic, slope stability, and erosion impacts <br /> identified in the 2013 EIR. However, Impacts G.1 through G.3 also would apply to the <br /> �., current Project, and no new or intensified impacts are anticipated. All measures <br /> identified in the 2013 EIR as Proposed as Part of the Project would be included in the <br /> current Project. Therefore impacts to soils and geology from the 2014 Expansion Project <br /> would continue to be less than significant. <br /> C. Public Services and Utilities <br /> The overall level of landfill activities, including construction equipment and vehicle <br /> operation (the primary sources of noise associated with the Project) would be similar to <br /> those considered in the 2013 EIR, but the duration of landfill activities would be <br /> substantially reduced due to the earlier closure date. Therefore, during the landfill life, <br /> Impacts I.1 through I.5 of the 2013 Project on the County Sherriff's Office, California <br /> Highway Patrol, Manteca-Lathrop Fire District, City of Stockton Regional Wastewater <br /> Control Facility, schools, parks, and other public facilities would be the same as <br /> r. described in the 2013 EIR. All measures identified in the 2013 EIR as Proposed as Part of <br /> the Project would be included in the current Project. Therefore impacts to public services <br /> and utilities from the 2014 Expansion Project would continue to be less than significant. <br />
