The revised project described in the proposed SEIR in relation to the FEIR is a smaller <br /> development of permitted landfilling capacity that does not include the previously proposed <br /> horizontal expansion of landfilling operations onto the adjacent 184.0 acre parcel and no <br /> cancellation of the Williamson Act Contract. <br /> Location <br /> The project site is located on the west side of Austin Road, 1/2 mile north of Lynch Road, north of <br /> Manteca. <br /> Environmental Issues to be discussed in the SEIR <br /> 1. Land Use. Potential effects of the landfill expansion on local land uses, including potential bird <br /> hazards for the Stockton Metropolitan Airport, to an industrial use, and night lighting will be <br /> assessed. <br /> 2. Traffic. Traffic analysis will be provided relative to vehicle traffic at the entry <br /> location, and the intersections of Austin Road at Mariposa Road, Arch Road, and French <br /> Camp Road. <br /> 3. Noise. Noise generated at the site will be evaluated relative to the impact on nearby <br /> residences and compliance with the County noise ordinance. <br /> 4. Air Quality/Odors. The SEIR will assess the public health consequences from potential <br /> chronic, acute, or accidental release of designated hazardous wastes into the air from the <br /> proposed expansion of the disposal footprint. <br /> 5. Hydrology and Water Quality. The expansion of the existing landfill will require a revised <br /> grading plan. Surface and groundwater impacts will be evaluated. Impacts associated with <br /> �- the landfill's proximity on the relocation of the South Branch of the South Fork of Little Johns <br /> Creek will be evaluated. The SEIR will review the proposed landfill development plan, <br /> including groundwater monitoring, leachate control, and runoff management plans. <br /> 6. Soils and Geology. Slope stability and earthquake issues will be evaluated. <br /> 7. Biological Resources. The SEIR will review biological issues relative to the expansion of the <br /> existing landfill. The San Joaquin County Multi Species Habitat Conservation and Open <br /> Space Plan will be described as it applies to the expansion of the current site. <br /> 8. Public Services and Utilities. The SEIR will review impacts relative to police, fire and <br /> wastewater. <br /> 9. Cultural Resources. The SEIR will summarize the cultural resources analyses and mitigation <br /> measures in the previous EIRs. <br /> 10. Visual Quality. The SEIR will analyze the visual and aesthetics of the proposed expansion. <br /> 11. Climate Change. The SEIR will analyze issues of greenhouse gas emissions related to the <br /> operations of the project and the corresponding traffic. <br /> 2 <br />
