Hazelton Ave.
Stockton, CA.95202
IZe; Draft Environmental Impact Report for the Forward I.andfill Expansion; file 4PA-
0800105CR, SCH#2008052024
Dear Mr, I..underburg:
'rhe Aircraft Owners and Pilots Association(AOPA)is a not-for=profit individual membership
organization of almost 400,0.00 pilots and aircraft owners. AOPA's mission is to effectively
serve the interests and needs of its members as aircraft owners and pilots and establish, maintain,
and articulate positions of leadership to promote tile economy, safety, utility, and.popularity of
flight in general aviation aircraft, Representing two thirds of all pilots in the United States,.
AOP.A is the largest civil aviation organization in tile. world.
AOPA wishes to reiterate our opposition to the above named project-and comment on the Draft
E-nviionmental Impact Report (DEIR),-We:wrote to your office earlier this year..outlining.our
concerns with the expansion of the Forward Landfill southeast of tide Stockton,Metropolitan —
Airport during the scoping process for the DBIR. Those concerns remain with this project and.its
proposed mitigations.
'file I)EIR lists Impact A-3 M"the proposed project could exceed FAA height limits for
structures near airports,"The Ot I.R Indicates that there is no mitigation required for what it.
considers a less than significantimpact, In reality, tike mitigation needs to include submitting an
FAA Form 7460-1 to.the FAA so that.they can study the proposed project and its impact on
navigable airspace as it relates to Stockton Metropolitan Airport, This sliould be dome well in
advance of issuing permits to expand and those permits should' not be issued.unless the FAA
detennines that there is no hazard to,navigable airspace; Our concern is that as the landfill;
expands it is expanding into the final approach path dor Runway 29R: As it increases in hoigh%.it
may penetrate.the approach surfaces for that runway and mitigation-for that.penetration will
negatively affect the airport in terms of increased approach minima and/or a further displaced
threshold.. It is a much better approach to determine a height to which the landfill can expand
without affecting the airport than to fired out later that the aitpoi t must accept reduced operational
AIRCRAFT OWNERS AND PILOTS ASSOCIATION
