Page II-1 <br /> Draft Environmental Impact Report Pa g <br /> Forward Inc. Landfill Expansion <br /> II. SUMMARY <br /> A. PURPOSE OF THIS EIR <br /> The proposal to expand the existing Forward Inc. Landfill is the CEQA Project analyzed <br /> in this Project-level EIR. This Draft EIR will be subject to a 45-day public review and <br /> comment period. All relevant comments on environmental issues received during the <br /> public review period will be responded to in the Final EIR(FEIR). That FEIR will need <br /> to be certified by the county as complete and adequate prior to approval of the County <br /> Use Permit. In order to approve the project, the County also is required to make <br /> necessary findings under CEQA section 15091, and adopt a Mitigation Monitoring and <br /> RP will incorporate all mitigation Reporting Program (MMRP). The MM measures p <br /> ultimately required by the County. <br /> The proposed project would require a new Use Permit from the County. Therefore,the <br /> County of San Joaquin, Department of Community Development,is the CEQA Lead <br /> Agency for this project. In addition the Forward Landfill is currently operating under <br /> existing County Public Health Services/Environmental Health Division, Regional Water <br /> Quality Control Board, and Integrated Waste Management Board permits. Those <br /> permits would require revisions, or new permits would need to be obtained by Forward, <br /> to permit the proposed expansion. This EIR may be used by those CEQA Responsible <br /> Agencies in their permit approval actions. <br /> B. PROJECT DESCRIPTION <br /> Forward, Inc.is requesting a new Conditional Use Permit from San Joaquin County for <br /> the proposed expansion and changes in operations of the Forward Landfill located near <br /> Stockton. This Environmental Impact Report (EIR)has been prepared for the County's <br /> use in considering approval of the new CUP, and may be used by other state and local <br /> i for the <br /> f subsequent approvals of other related permits agencies in their consideration o q pp P <br /> facility. The current project is referred to herein as the Forward Landfill Expansion <br /> Project. This proposal would involve the following substantial modifications to current <br /> landfill characteristics and procedures: <br /> Expansion of the facility by approximately 185 acres, from approximately 567 <br /> acres to approximately 751 acres <br /> • Expansion of the existing Class II refuse footprint from 355 acres to 552 acres <br /> • Establishment of separate tonnage limits for beneficial reuse materials and the <br /> Materials Recovery Facility <br /> • Relocation of about 3,200 feet of the South Branch of the South Fork of <br /> Littlejohns Creek <br /> • Operational modifications including solidification of non-hazardous higher <br /> liquid content wastes <br /> • An increase in the permitted number of daily vehicles from 620 to 960 vehicles <br /> • Expansion of the landfill gas-fired electricity generation at the site <br /> • Allowing lower base grade in the existing permitted area. <br /> The existing Forward, Inc. Landfill is an approximately 567-acre facility comprised of the <br /> former Forward, Inc. 144-acre Class II landfill and the former 383-acre Class III San <br /> Joaquin County Austin Road Sanitary Landfill. These two landfills were combined into <br /> the current Forward Inc. facility in 2002;the combination of these landfills into a single <br /> Class II facility, filling in of a wedge of airspace between them, allowing lower base <br /> grades, and expanding the hours of operation were assessed in the 2002 Consolidated <br />
