This will inhibit wind and water erosion and maximize the <br /> fertility of the soil in order to facilitate revegetation. <br /> • Temporary plantings,.geofabric drapes, and erosion-preventing diversions of <br /> surface water will be constructed as appropriate on temporary slopes. <br /> • Regular operational and post-closure monitoring of erosion control structures <br /> and plantings will be done for a minimum of five years. <br /> No additional measures are required. <br /> H. BIOLOGICAL <br /> RESOURCES <br /> H.1. Filling of waters of Mitigation Measure H.1. Prior to site grading the project sponsor shall obtain permits Less than <br /> the U.S. and waters of the under Sections 401 and 404 of the Clean Water Act and Section 1602 of the California Significant <br /> State, Fish and Game Code. These permits,administered by the RWQCB,USACE, and CDFG, <br /> respectively, would identify specific mitigation measures to be imposed on the project <br /> as permit conditions. A Wetland Mitigation and Monitoring Plan shall be prepared and <br /> submitted for agency review to ensure a "no net loss" of wildlife value or acreage of <br /> wetlands or riparian habitat. At a minimum, the Plan shall include the creation of four <br /> (4) acres of new wetlands and nine (9) acres of riparian plantings associated with the <br /> realigned creek channel, as presented in the conceptual design (Questa Engineering <br /> Corporation 2007). The Project Sponsor shall ensure that all mitigation areas, along with <br /> an appropriate upland buffer,be placed in a permanent conservation easement, or <br /> similar deed restriction, and preserved in perpetuity. <br /> The Wetland Mitigation and Monitoring Plan shall include the following details: <br /> 1. the location(s)of mitigation areas, including the types and extent of each habitat <br /> type to be created; <br /> 2. mitigation for loss of existing wetlands shall be provided by the creation of 4 <br /> acres (3:1 mitigation ratio)of wetlands meeting the current federal definition, <br />
