Draft Environmental Impact Report Page I1-35 <br /> Forward Inc. Landfill Expansion <br /> the eligibility of the resource to be included on the California Register of Historic <br /> Resources (CRHR). If eligibility is established,then a plan for mitigation of impacts to <br /> the resource should be submitted to the San Joaquin County Community Development <br /> Department for approval before any construction related earthmoving activities are <br /> allowed inside the zone designated as archaeologically sensitive by the project <br /> archaeologist. The plan must result in the extraction of sufficient volumes of non- <br /> redundant archaeological data so as to address important regional research <br /> considerations, must be performed by qualified professionals, and must result in <br /> detailed technical reports. Mitigation can take the form of additional data retrieval <br /> through hand excavation coupled with archaeological monitoring of all soils from the <br /> archaeologically sensitive zone. Monitoring is aimed at identifying, recording and/or <br /> removing archaeological materials and information for analysis, and also serves to limit <br /> damage to human remains,a typical component of both seasonal and year-round <br /> villages in the valley. <br /> (c)The project sponsor shall allow only a qualified archaeologist or cultural resource <br /> consultant to collect any prehistoric cultural resources discovered on the site. <br /> (d)If prehistoric archaeological deposits that include human remains are discovered by <br /> the project sponsor or any construction contractors during development of the project <br /> site, the project sponsor shall notify the County Coroner immediately. If the remains are <br /> found to be Native American,the Native American Heritage Commission shall be <br /> notified with 24 hours. The most likely descendant of the deceased Native American <br /> shall be notified and given the chance to make recommendations for the remains. If no <br /> recommendations are made within 24 hours,remains may be reinterred elsewhere on <br /> the property. If recommendations are made and not accepted, the Native American <br /> Heritage Commission shall mediate the issue. <br /> K. VISUAL QUALITY <br /> K1: Effects on scenic No Impact. None required.
