t
` Draft Environmental Impact Report Page 11-40
Forward Inc. Landfill Expansion
There is no evidence that available waste disposal capacity is limiting development in
the areas that would be served by the Forward Landfill, and the proposed project would
F" not be considered growth accommodating.
F°
Cumulative Impacts
Ell The following significant cumulative impacts were identified:
• Additional traffic would contribute to an unacceptable Level of Service at the
intersection of Austin Road and Arch Road under cumulative conditions. This
would be significant and.unavoidable.
The project plus cumulative traffic would result in unacceptable travel speed on
northbound Austin Road during the PM peak. This would be significant and
unavoidable.
F • The project would contribute to cumulatively significant loss of agricultural
lands. This could be mitigated to a less than significant level with measures
identified in this EIR.
' • The project would traffic noise, including project truck traffic, would be
significant and unavoidable.
# . • The project would contribute to a cumulatively significant and unmitigable
increase in air pollutant emissions.
F, No cumulatively significant impacts were identified for several topic areas, including I
Public Health and Safety, Hydrology and Water Quality,Soils and Geology, Vegetation
and Wildlife, Public Services and Utilities, Cultural Resources, and Visual Quality.
E. Significant Unavoidable Adverse Imn acts
After mitigation, project implementation would have the following unavoidable I
significant adverse impacts: j
• Project-related noise would contribute to a significant and unmitigable increase i
in ambient noise levels associated with truck traffic.
• The project would contribute to a cumulatively significant increase in air
pollutant emissions;
F
• The increase in height and mass of the proposed project would constitute a
significant visual impact.
Significant Irreversible Environmental Changes
F, The EIR identifies the following significant irreversible environmental changes:
• The project would permanently modify the local landscape and topography, and
the appearance of the landfill would be permanently altered.
i
• Expansion into the expansion areas would irreversibly preempt potential
agricultural use and the existing wildlife area.
F'
t
