Landfill Expansion <br /> >t . <br /> not limited to sewage sludge;water treatment sludge;grit/grease;holding tank pumpings;storm <br /> drain cleanings; dredge and fill materials;fiberglass;soils contaminated with petroleum <br /> hydrocarbons,metals, nonpetroleum-based organics,and/or soluble solids;ash;infectious waste; <br /> metals-contaminated wastes;organic compound contaminated materials;chernical toilet waste; <br /> boiler blowdown water(in dry form only); construction and demolition waste;processed tires; <br /> septic tank pumpings;cleansed pesticide containers;and nonhazardous leachate. The existing <br /> Forward Landfill has a separate permit for land discharge of cannery wastes,but cannery wastes <br /> are not accepted for disposal. <br /> Existing Landfill Storage and Su ort Facilities I <br /> Existing support facilities at the two landfills consist of an entrance facilities area, two scale <br /> houses and three scales, two water production wells, maintenance and storage areas, a transfer <br /> station/materials recovery building,a landfill gas-fired electrical generation plant, a <br /> groundwater extraction and treatment system, a landfill gas flare station, leachate evaporation <br /> basins, and sedimentation/detention ponds. IiI <br /> I <br /> The main scale house is located at center of the eastern boundary of the existing Forward <br /> Landfill site.rA ces and scale house and scale is-Ioc teatea d_in the southeastern portion of the <br /> landfill (to serve the-materials recovery facility). <br /> A water production well that supplies a standpipe near the main entrance facility for the <br /> existing Forward Landfill produces approximately 1,500 gallons per minute (gpm). A second <br /> well at the existing Forward Landfill is located south of the South Branch and has a capacity of i <br /> 500 gpm.' There are additional wells used primarily for irrigation located in the northwest <br /> corner and the northeastern portion of the existing landfill. <br /> A third party landfill gas developer, Covanta, currently operates a landfill gas-to-energy plant ? <br /> at the Forward Landfill, along with a field of extraction wells in the former Austin Road E <br /> Sanitary Landfill in the northern portion of the site. The developer collects gas sufficient to f <br /> produce up to 760 kilowatts per hour of electrical power at an electricalgeneration plant located <br /> in the northwest portion of the landfill. The power is sold to Pacific Gas and Electric Company i <br /> (PG&E) under a long-term agreement. Additional gas extracted from the landfill is destroyed at <br /> the flare station in the northeast portion of the landfill. <br /> Existing Materials Recovery Facilities and Activities j <br /> Salvaging, volume reduction, and recycling activities are conducted at the materials recovery <br /> facility (MRF)located in the portion of the existing Forward Landfill south of the South Branch <br /> of the South Fork of"Littlejohns Creek. This materials recovery facility is operated under a Solid <br /> Waste Facilities Permit separate from that of the remainder of the Forward Landfill operations. <br /> The materials recovery area is currently being used to transfer source-separated recyclables F <br /> from Manteca, and for composting and other green-waste-related operations. The <br /> MRF/composting facilities includelan in-groundscale;office#railer, and processing and <br /> composting pads. — <br /> The operation is permitted to process up to 500 tons of source separated construction and <br /> demolition debris, consumer recyclables, and green waste per day. Feedstock is received from <br /> sources throughout San Joaquin and Stanislaus Counties, including collection and transfer <br /> trucks, self-haulers,independent recycling haulers, and tree trimming/landscaping firms. <br /> I <br />
