Draft Environmental Impact Report
Page III-20
Forward Inc. Landfill Expansion
The track-out of mud and dirt onto Austin Road is limited by having a minimum 100-foot long
paved interior road that allows mud and dirt to drop off before exiting the site, removing the
mud and dirt from the interior paved road and Austin Road on a daily basis, and use of a wheel
washer.
Odor
Odor is controlled at the landfill by (1)timely placement of daily, intermediate and final soil
cover over the refuse fill;and(2) planting and maintenance of a vegetated cover on completed
fill slopes.
Air Quality Monitoring
Landfill Gas Monitoring +
Landfill gas monitoring is performed on a quarterly basis at the existing Forward landfill The main
g
system of 25 landfill-gas probes is located around the perimeter of the existing
office trailer and maintenance yard are also monitored to assess potential gas accumulations at the
foundations.
F. PROPOSED PROJECT MODIFICATIONS
g
As
noted in the Background section of this chapter, the proposed project would make the
following changes:
• Expand the Forward Landfill to a 185-acre parcel to the southwest of the existing landfill
site, approximately 11 acres in the southeast of the existing landfill, and approximately 10
acres in the northeast of the existing landfill
• Increase landfill capacity from 25.1 million cubic yards to 68.5 million cubic yards ?J
• Relocate 3,200 feet of the South Branch of the South Fork of Littlejohns Creek(which
currently traverses the landfill)to the southeastern boundaries of the site
• Increase the permitted number of daily vehicles from 620 to 960
dry wastes
• Conduct solidicontent waste); hiup gh moisture t 40,0 0 gallontent wastes(by s per day of highwmoisture content withhigh
moisture cont ),
would be accepted
Accept up to 5,487 tons per day(tpd)of beneficial reuse materials(green waste, ash,
• cement, shredded tires) and quantify the currently-permitted 500 tpd of material delivered
to the Materials Recovery Facility(MRF)separately, rather than as part of the currently
permitted 8,668 tpd of wastes accepted, resulting in a net maximum increase of 5,987 tons
per day
• Additional electricity generation with landfill gas
• Lower base grades for the northeast area of the landfill from seven feet above mean sea
level to one foot below mean sea level, resulting in a capacity increase of 840,000 cubic
yards
