Draft Environmental Impact Report Page IV.A-7 <br /> Forward Inc. Landfill Expansion <br /> Zone Classification <br /> The San Joaquin County Zoning Map designates both the existing landfill site (including the <br /> creek corridors) and the proposed expansion area as AG-40, General Agriculture. Uses <br /> permitted in AG zones include agricultural and certain residential, agricultural commercial, <br /> agricultural processing, communication, educational, utility, religious, recreation, and Major <br /> Impact Services uses. In the AG-40 zone, the minimum size for new parcels is 40 acres. The San <br /> Joaquin County Development Title specifies that Major Impact Services are allowed in AG zone <br /> classification areas, subject to a Use Permit. Major Impact Services, which include sanitary <br /> landfills, are defined as land intensive activities that must be located away from residences or <br /> concentrations of people due to the nature of the operation's impacts. The existing Forward <br /> Landfill is currently operating under San Joaquin County Land Use Permit No. UP-00-7 granted <br /> by the Board of Supervisors in April 2003. <br /> General Plan Designations <br /> The Southeast County land use designation map of the San Joaquin County General Plan 2010 <br /> (adopted July 29, 1992, as revised November 1998) designates corridors along the North and <br /> South Branches of the South Fork of Littlejohns Creek within the project site as OS/RC (Open <br /> Space, Resource Conservation) (see Figure IV.A-4). The Resource Conservation land use <br /> designation is defined as "those areas with significant resources that generally are to remain in <br /> open space". (The North Branch of the South Fork of Littlejohns Creek, currently passing along <br /> the northern and western edge of the disposal area,was realigned in the early 2000s, and the <br /> OS/RC land use designation of the creek corridor was relocated along with the creek at the time <br /> of creek realignment. (Funderburg, 2009.) The southeastern portion of the existing Forward <br /> Landfill site is designated A/G (General Agriculture). The General Agriculture land use <br /> designation is defined as "areas generally committed to agriculture with viable commercial <br /> agricultural enterprises that require large land areas to efficiently produce their crops". The <br /> northwestern portion of the existing Forward Landfill site (the former Austin Road Sanitary <br /> Landfill),with the exception of the (realigned) corridor along the North Branch, is designated as <br /> Public, defined as "major institutional facilities, including schools". <br /> General Plan Policies <br /> The County of San Joaquin County General Plan Infrastructure Services Element contains the <br /> following Solid Waste Disposal objective and policies: <br /> Objective 1. To ensure the safe and efficient disposal or recycling of wastes generated in San <br /> Joaquin County. <br /> Poles Waste collection shall be mandatory in all Urban and Rural Communities of San <br /> Joaquin County. <br />
