All development shall have adequate access for fire fighting and emergency <br /> F equipment. <br /> The County of San Joaquin County General Plan Public Health and Safety Element contains the <br /> r following objectives and policies regarding Hazardous Materials and Wastes: <br /> Objective I. To protect the environment and the public health and safety from past,present and <br /> future exposure of hazardous materials and hazardous wastes. <br /> j r Objective 2. To promote efforts to reduce hazardous waste. <br /> ' Policy 1. Hazardous materials and wastes shall not contaminate air or water resources or <br /> soils. <br /> F. PoliQL 2. The use, f o disposal and storage hazardous materials and wastes shall be controlled <br /> to prevent harm to individuals. <br /> tPoli 3. Land uses and structures which contain hazardous materials or wastes which may <br /> be a safety hazard for nearby areas shall be located away from existing and planned populated <br /> areas. <br /> FPolicy use of hazardous materials and the creation of hazardous wastes shall be <br /> minimized. <br /> t-1 Po1iQ1 5. All development shall be consistent with the County's Waste Management Plans. <br /> 1..... <br /> + Countywide.Integrated Waste Management Plan <br /> FState Iaw (AB 939)requires counties to prepare a Countywide Integrated Waste Management <br /> - Plan(CIWMP), containing a Source Reduction and Recycling Element(SRRE), a Household <br /> Hazardous Waste Element(HHWE), a Nondisposal Facility Element(NDFE), and a Siting <br /> Element. The Siting Element specifies the location of solid waste disposal and transformation <br /> -- facilities needed to provide capacity for the implementation of the CIWMP. The Siting Element <br /> also requires identification of future projects including expansions of existing sites. (Reno, <br /> 2009). The Siting Element of the San Joaquin County CIWMP,April 1996, identifies the existing <br /> Forward Landfill, and the former Austin Road Sanitary Landfill including expansion, as <br /> designated disposal facilities. As required by AB 939,the Siting Element of the CIWMP also <br /> presents remaining disposal capacity for the 15-year planning period beginning in January 1995. <br /> The discussion of remaining capacity includes the two then-existing landfills (the original <br /> Forward Landfill and the former Austin Road Sanitary Landfill) and the Austin Road Sanitary <br /> Landfill expansion. Based on landfills active at that time, including the then-existing Austin <br /> rill Road and original Forward Landfills, the North County Recycling Center and Sanitary Landfill, <br /> and the Foothill Sanitary Landfill,San Joaquin County had disposal capacity sufficient to last <br /> until the year 2041. This is substantially more than 15 years of capacity. <br /> San Joaquin County has local regulatory and monitoring responsibilities for the existing <br /> Forward Landfill,under Title 27 of the California Code of Regulations. These are fulfilled by <br /> the County Department of Public Works, Solid Waste Division. The role of Local Enforcement <br /> F <br />
