Downward shielding of lighting at the landfill y <br /> would reduce the visibility of landfill lighting to pilots. However, even with downward <br /> f shielding, moisture in the air during foggy conditions can generate a dispersedlow that may <br /> create confusion for incoming pilots. Although, as discussed in Surrounding and Nearby Land <br /> Uses, above, current landfill lighting does not interfere with aircraft navigation, the <br /> lighting associated with the expansion areas is a potentially significant impact. effect of <br /> ' The following procedures are proposed as part of the project: <br /> • Aircraft warning lights will be installed at the landfill as and when required by the FAA. <br /> • <br /> As required by California Code of Regulation Title 27,Section 20270(b), Airport Safety, <br /> the owner or operators proposing to site new solid waste facility units and Iateral <br /> expansions within a five-mile radius of any airport runway end used by turbojet or <br /> piston-type aircraft must notify the affected airport and the FAA. <br /> • As required by California Code of Regulation Title 27, Section 20270(c), Airport Safety, <br /> the owner or operator must place the demonstration in the operating record and notify <br /> the CIWMB that it has been Y <br /> placed in the operating record. � <br /> The use of highly reflective surface materials in constructing structures on the site will <br /> be restricted. <br /> In addition, the following Mitigation Measure (from the 2002 Final EIR for the existing landfill), <br /> which is a condition of the permits for the existing landfill, shall be implemented: <br /> u <br /> Mitigating Measure A.4: The project sponsor shall include downward shielding of new landfill <br /> lighting, and shall abide by any additional reasonable and feasible measures, including <br /> reducing or eliminating lighting during foggy conditions, that are designated by the Federal <br /> Aviation Administration(FAA)and Stockton Metropolitan Airport to mitigate lighting impacts <br /> that could be caused by the proposed project. <br /> Implementation of these procedures and continuation of existing permit conditions would <br /> reduce night lighting impacts to a less than significant level. Mitigation Measures H.9 and K.4 <br /> F111 also apply to night lighting impacts. <br /> Impact A.S. Potential conflicts with nearby land uses. Because the existing Forward Landfill <br /> is currently in operation and there are no sensitive receptors near the major proposed expansion <br /> area,it is not anticipated that the proposed landfill expansion project would generate significant <br /> new lad use conflicts with the existing adjacent and nearby land uses. The approved <br /> California Health Care Facility (located west of Austin Road between the Forward Landfill and h <br /> Arch Road), Northern California Re-Entry Facility (located on the south side of Arch Road ` <br /> between Austin and Newcastle Roads),and Arch Road Industrial Project (located on the south I1 <br /> side of Arch Road between Austin and Newcastle Roads, west of the Northern California Re- <br /> Entry Facility), as well as the proposed Opus Logistics Center (located northwest of the <br /> intersection of Arch and Austin Roads) (see Surrounding and Nearby Land Uses, above) would <br /> consist of non-residential uses, and are located sufficiently far from the project site that these <br /> future land uses would create any significant lad use conflicts with the proposed expanded <br /> landfill.
