The policy also includes guidelines for <br /> determining whether added traffic from a proposed development is to be considered a <br /> significant impact. <br /> • If the LOS for this condition exceeds the County's LOS standards, then mitigation <br /> measures that would improve the LOS to an acceptable level must be identified. LOS <br /> must be expressed in terms of delay in seconds for intersections. <br /> • If the LOS for conditions at a given location is already at an unacceptable LOS, then <br /> mitigation measures that would return the v/c ratio(volume/capacity)to the "existing" <br /> level must be identified. <br /> Different types of analyses are used for signalized and unsignalized intersections. The methods <br /> used to analyze both signalized and unsignalized intersections are described below. The study <br /> methodology was selected based on staff input from both the City of Stockton and San Joaquin <br /> County.
