However, as discussed in Mitigation Measure <br /> �. B.1,below, City policy does not allow implementation of measures that would improve LOS at <br /> this intersection to an acceptable level (LOS D or better). <br /> { Implementation of a second northbound left turn lane would reduce the transportation impact <br /> ' ' * of the project;however, the project's contribution to the unacceptable level of service at the <br /> 1 Austin/Arch intersection would remain a significant unavoidable impact. <br />
