Unacceptable LOS at the Intersection of Austin Road and Arch Road Under <br /> Cumulative Plus_ Project Conditions. <br /> 4 <br /> Under cumulative-plus-project conditions, all study intersections would operate acceptably at <br /> LOS D or better,with the exception of Austin Road and Arch Road during the PM peak hour. <br /> This intersection would operate at LOS F, with a delay of 115.0 seconds under cumulative <br /> conditions without the project. Under Cumulative Plus Project conditions, this intersection <br /> would continue to operate at LOS F during the PM peak hour and the delay would increase to <br /> 116.7 seconds. Since the project would add to the traffic volume at the intersection,this impact <br /> is considered potentially significant. <br /> With addition of a second northbound left turn lane, operations at the intersection of Austin <br /> Road and Arch Road would improve to LOS E. However, as discussed in Mitigation Measure <br /> �. B.1,below, City policy does not allow implementation of measures that would improve LOS at <br /> this intersection to an acceptable level (LOS D or better). <br /> { Implementation of a second northbound left turn lane would reduce the transportation impact <br /> ' ' * of the project;however, the project's contribution to the unacceptable level of service at the <br /> 1 Austin/Arch intersection would remain a significant unavoidable impact. <br />
