i
Draft Environmental Impact Report Page IV.B-22
Forward Inc. Landfill Expansion
intersects this driveway. Under the near term With Project conditions, this intersection would
operate at LOS C or better (see Table IV.B-8 (Existing Plus Approved Projects Plus Project
conditions)),which constitutes very good operation even with trucks making left turns from the
only through lane. The Cumulative scenarios assume Austin Road would be widened to two
F lanes in each direction. Under Cumulative operations (see Table IV.13-11: 2035 Cumulative Plus
Project conditions) this intersection would operate at LOS C or better, even with trucks turning
ti left from the through lane closest to the median. Current site access appears to be adequate,
and no changes are required.
As part of the project, the main driveway would be relocated to a point farther south on Austin
Road than the existing main driveway. Because the proposed driveway would have essentially
the same configuration as the existing driveway, it also would be expected to operate
acceptably.
The impact of the project on traffic operations at the existing and future main driveways would
be Iess than significant.
Mitigation Measure B.3. None required.
Impact BA. Potential Impacts on Bicycles.
As mentioned in Setting, Bicycles, above, French Camp Road is a proposed Class 3 bikeway.
The proposed project would add a maximum of 8 truck trips in each direction in the AM Peak
Hour to French Camp Road. The truck volume would be lower in other hours. This volume of
trucks would have a less than significant impact on bicycle usage or facilities.
It is possible that added Forward Landfill truck traffic outside the study area may overlap with
bikeways or bicycle usage. However, the added trips would disperse to many roadways
outside the study area, and it is not expected that the increase on any individual roadway
rwould create a significant negative impact. The impact of the project on bicycle travel would be
less than significant.
Mitigation Measure BA. None required.
Impact B.5. Potential Impacts on Public Transit.
i There is no transit service in the study area, so the project would not create any impacts on
transit service under cumulative conditions. The nature of the proposed project is such that it
would also not create any significant demand for new transit service. The impact of the project
y on bicycle travel would be less than significant.
Mitigation Measure B.S. None required.
1..
t.
4
3
