Draft Environmental Impact Report Page IV.0-3 <br /> Forward Landfill Expansion <br /> San Joaquin County General Plan <br /> The Noise Section of the Public Health and Safety Chapter of the San Joaquin County General Plan <br /> establishes specific policies to ensure acceptable noise environments for each land use (San Joaquin <br /> County, 1999). Applicable policies include the following: <br /> PoIP iU 1. The following exterior noise levels shall be considered acceptable: <br /> (a) 65 dBA Ldn or less from transportation sources at residential development. <br /> (c) Hourly Leq or 50 dBA or less during the daytime and 45 dBA or less during the nighttime <br /> from stationary sources at residential development. <br /> (d) Maximum sound level (Lmax)of 70 dBA or less during the daytime and 65 dBA or less <br /> during the nighttime from stationary sources at residential development. <br /> Po7�Development shall be planned and designed to minimize noise impacts on neighboring noise <br /> sensitive areas and to minimize noise interference from outside noise sources. <br /> Policy 5. The county shall seek to alleviate existing community noise problems. <br /> Noise Measurements <br /> In order to characterize the current ambient noise conditions near the project site, 72-hour unattended <br /> noise measurements were conducted at three locations in the project area along Austin Road with <br /> concurrent observations recorded. In addition,two short-term 5-minute measurements were <br /> conducted at the same three locations as well as two other locations along Austin Road. The noise <br /> measurement locations are described in Table IV.0-3. All noise measurement results are presented in <br /> Table IV.0-3 and Figures IV.0-1 through IV.0-9 present detailed data associated with the long-term <br /> measurements. Figure IV.0-10 illustrates the noise measurement site locations. <br />
