AIR QUALITY/ODOR/ CLIMATE CHANGE/HUMAN HEALTH RISK <br /> This chapter provides an overview of existing air quality conditions both within the vicinity <br /> of the Forward Landfill and its surrounding region, the associated regulatory framework, <br /> and an analysis of potential air quality impacts that would result from implementation of <br /> the proposed project. This chapter also evaluates the potential impacts of the proposed <br /> project on regional and local air quality,including temporary impacts due to construction of <br /> project components and long-term impacts due to operations. <br /> The air quality analysis evaluated criteria air pollutant and hazardous air pollutant <br /> emissions for the Forward Landfill under three scenarios, including two pre-Project or <br /> Baseline scenarios as well as the post-Project scenario. The two Baseline scenarios are: <br /> Current Actual emissions, determined using 2006 and 2007 operational data;and Current <br /> Permitted emissions,based on emissions of landfill sources at maximum permitted levels. <br /> The Post-Project or Future Potential scenario was estimated assuming full implementation <br /> of the Project. The hazardous air pollutants were evaluated in a health risk assessment <br /> (HRA). Lastly, an assessment of greenhouse gas (GHG) emissions was also conducted. <br /> Air quality issues are addressed through the efforts of various Federal,State, regional, and <br /> local government agencies. These agencies work jointly and individually to improve air <br /> quality through legislation, regulation, planning, policy-making, education, and a variety of <br /> context for air quality <br /> specialized programs designed to improve air quality. The regulatory q Y <br /> is also described in this chapter. <br /> The air quality analysis and HRA were conducted in accordance with published guidance, <br /> including the San Joaquin Valley Air Pollution Control District's(SJVAPCD) Guide to <br /> Accessing and Mitigating Air Quality Impacts and Guidance for Air Dispersion Modeling, and the <br /> Office of Environmental Health and Hazard Assessment's (OEHHA)Air Toxics Hot Spots <br /> Program Risk Assessment Guidelines. <br /> This chapter summarizes the air quality impact analysis conducted by SCS Engineers', <br /> which is available for review at the San Joaquin County Community Development <br /> Department. That analysis provides additional information regarding the assumptions and <br /> methodologies used in the air emission calculations and related health risk assessment. <br /> Settin <br /> Topography/Meteorology/Climate <br /> Primary factors influencing air quality are the locations of air pollutant sources and the <br /> amounts of pollutants emitted.
