Landfill Expansion Project <br /> • To avoid cross-contamination from contaminated to non-contaminated sites, the R <br /> applicant would install a pressurized water distribution system to service a <br /> decontamination facility for personnel and equipment. The decontamination facility <br /> may be fixed or mobile. <br /> • For asbestos, a strict Asbestos-Containing Materials(ACM) handling program would be <br /> developed, and would include the following: <br /> a. Bagged ACM would be dumped only onto the working face of the asbestos disposal <br /> area and not onto the flat compacted landfill surface. Bulldozers would then push <br /> soil cover onto the working face to cover the ACM bags and will not contact the <br /> bags. <br /> b. For Forward site employees engaged in handling asbestos materials, Forward will <br /> implement one of the following: <br /> 1. a three day approved asbestos workers training program <br /> 2. any asbestos training program specific to landfill employees that has <br /> been developed, described, or required by regulation by either the <br /> CIWMB or Cal-OSHA <br /> 3. any other asbestos training program approved by Cal-OSHA <br /> c. Provision of water at the working face to keep ACM damp until covered. <br /> • Continuation of the annual physical evaluations of all on-site Forward employees for <br /> asbestos exposure. <br /> • Workers would not be allowed to eat near the active landfill. <br /> Implementation of these procedures would reduce the impact to a less--than-significant level. <br /> p <br /> Mitigation Measure EA: None required. <br /> Impact E.2: Hazardous waste might inadvertently be contained in the solid waste that is <br /> brought to the landfill for disposal. Hazardous materials that are not permitted to be disposed <br /> in Class II landfills often arrive within the refuse stream inadvertently. Commonly this is in the <br /> form of almost spent product related to the building trades or household waste materials such , <br /> as paint, paint thinner, varnishes, petroleum products,etc. If these materials get into the landfill <br /> then the toxic chemical constituents such as the solvents and petroleum distillates that are their <br /> constituent parts may break down,leach through the soil and contribute to the formation of a <br /> toxic leachate. <br /> As part of the project, the following procedures are proposed to reduce this impact: <br /> • The Forward Landfill 'load-checking program," which is designed to mitigate against <br /> hazardous waste being placed in the landfill,will continue to be implemented for the <br /> consolidated landfill. <br /> • Landfill operators will be trained to recognize and properly segregate and handle <br /> hazardous waste. This will include a 24-hour hazardous waste materials management <br /> training program that complies with 29 CFR,Section 1910. <br /> Implementation of these procedures would reduce the impact to a less-than-significant level. <br /> Mitigation Measure E.2: None required. <br />
