Draft Environmental Impact Report
Forward Inc. Landfill Expansion Project Page IV-E-12
• Existing measures to discourage birds from the landfill will be continued.
x Appropriate landfill personnel willeriodi
p tally monitor the landfill for the presence of
vectors, and landfill inspections will be documented in the landfill operations
administrative file.
Implementation of these procedures would reduce this impact to a less-than-significant level.
Mitigation Measure E.5: None required.
Impact E.6: The project would involve the use of additional regulated or hazardous materials
during the proposed landfill expansion construction and operation. Construction activities
during the extended life of the landfill would include earthmoving, paving, possible
dewatering, various new construction including the new drainage and leachate collection
systems, and painting. Solid waste could be generated from land clearing and demolition of existing structures. Preparation of the proposed leachate collection system over the top of the
existing Austin Road landfill will require using extensive new construction. Hazardous
materials used in construction may include acids, lime, glues, paints, solvents, and curing
compounds. During operations, vehicle fueling and equipment maintenance and cleaning
would occur where diesel fuel, gasoline, oil, and grease would be stored and used onsite.
Hazards associated with these materials are a potentially significant impact.
Mitigation Measure E.6:
(a) All applicable regulatory guidance originating after the Forward Landfill 2002 EIR hall be
implemented;all hazardous materials shall be handled in accordance with local, State, and
federal regulations.
(b) The site HMMP, SWPPP, Operations Manual, and Wet Weather Plan shall serve to provide
guidance in the use and handling of hazardous materials duringtheoperations of th
p e facility.
Implementation of Mitigation Measures E.7(a) and E.7(b)would reduce the impact to a less- `
than-significant level.
Impact E.7: Private groundwater production wells located downgradient of the landfill are at ;
risk from the VOC-contaminated groundwater plume.
The description of this impact is presented in the hydrology and water quality section under
Impact Fb. The potential impacts from the potential ingestion of groundwater from private
offsite wells contaminated by the landfill-generated leachate plume would be si n 'ca
mitigated. ifx g nt if not
I
Mitigation Measure E-7: As described in mitigation measure F6, Forward Landfill would
implements measures that would reduce the impact to a less-than-significant level.
(tet Impact E.B: Excess health risks could result from cumulative exposures to the landfill refuse,
by-products of the landfill,or products used in the operation of the landfill.p dfrll. A potential for
the operation of the combined landfill to result in excess health risks unacceptable to the
regulators was examined. The SCS Human Health Risk Assessment(HHRA) concluded that
the added risk from the difference between the two landfill units operating as currently
" permitted versus the proposed expanded Iandfill into new terrain would result in no
unacceptable risks (greater than the 1 in 10,000 to 1 in 1,000,000 excess cancer deaths)to existing
residents near the landfill. The estimates of risks and hazards for the landfill expansion show in
a
l
