Landfill Expansion <br /> necessary 5-foot vertical separation between the base of the landfill and the groundwater-le el, <br /> this impact would be Iess than significant. f <br /> Impact F.9: The expansion of the Landfill would result in the removal of existing <br /> groundwater monitoring wells. <br /> The expansion of the landfill as shown in the expansion plans would require monitoring well in <br /> the current southern border of the Forward Landfill and in the southeastern border of the <br /> former Austin Road unit to be decommissioned. These monitoring wells serve multiple <br /> functions, from leachate monitoring at the A and F-leachte basin areas to general hydrologic <br /> and water quality monitoring. The planned removal of monitoring wells could reduce early <br /> detection of groundwater quality impacts if not mitigated by locating appropriately placed <br /> replacement monitoring wells. Additional monitoring wells also would be needed to better <br /> define the extent of the leachate plume north of Austin Road landfill where previous one-time <br /> hydropunch samples in 1999 showed detectable VOCs. This is a potentially significant impact. <br /> Mitigation Measure F.9: Replacement wells shall be installed to mitigate against the loss of old <br /> wells.This shall be reviewed by the RWQCB. The RWQCB must approve the plans for the <br /> number and location of the new wells as part of their approval process, which is separate from <br /> the EIR approval process. a <br /> Implementation of Mitigation Measure F.9 would reduce the impact to a less-than-significant <br /> level. <br /> LJ <br />
