Draft Environmental Impact Report Page V-9 0 <br /> Forward Landfill Expansion <br /> • No change (i.e. no increase) in vehicular traffic or operation hours from the <br /> existing permitted conditions (4:00 am to 12:00 am) <br /> • No creek relocation <br /> • No waste solidification facilities. <br /> The total disposal capacity under this alternative,including currently permitted capacity <br /> at the landfill, would be approximately 21 million cubic yards less than under the <br /> proposed project. At projected fill rates, this alternative would have a closure date of <br /> approximately 2025, or approximately 9 years earlier than the:2034 closure date of the <br /> proposed project. <br /> As a result of the elimination of the creek relocation, this alternative would result in two <br /> landfill hills, which would also have lower ultimate heights than the proposed project, <br /> or, possibly no fill south of the creek. <br /> The consolidated landfill would accept both Class 11 (designated) and Class III <br /> (municipal) waste, as would the proposed project. Other than the changes described <br /> above, this alternative would have the same footprint,layout,facilities, and operating <br /> procedures (other than hours of operation) as the proposed project. <br /> I <br /> Environmental Impacts <br /> Land Use <br /> The Reduced Project Alternative would involve filling approximately half of the 185- <br /> acre area to the south and west of the existing landfill (an area which would be <br /> completely filled under the proposed project). Thus,the potential agricultural <br /> productivity of half of this land would be retained. As with the proposed project,the <br /> potential impacts of bird hazards and night lighting on the Stockton Metropolitan <br /> Airport could be mitigated to a less than significant level. <br /> Traffic <br /> Under the Reduced Project Alternative, there would be a total of 620 vehicles (1,240 one- <br /> way trips) per day until 2025,in contrast to the proposed project's 960 vehicles(1,920 <br /> one-way trips)lasting until 2034. Operating hours would remain unchanged (4:00 am to <br /> 12:00 am), and peak-hour operations at the study intersections would be at an acceptable <br /> Level of Service,the same as the proposed project. <br /> After 2025, this alternative would not generate vehicle traffic, in contrast to the proposed <br /> project, which would continue to generate traffic and intersection impacts until 2034. <br /> Unlike the proposed project,this alternative would not, under cumulative conditions, <br /> contribute to an unacceptable level of service at the intersection of Austin Road/Arch <br /> Road because the project would not be operating near or during 2035. However, it is <br /> estimated that the trips resulting from the Reduced Project Alternative prior to the year <br /> 2025 would contribute to unacceptable operations at the intersection of Austin <br /> Road/Arch Road. As would be the case under Cumulative Conditions Plus the <br /> proposed project, no mitigation measures are available to reduce this impact to a less- <br /> than-significant level. <br />
