Draft Environmental Impact Report Page VI-2 <br /> Forward Landfill Expansion <br /> • Additional traffic would contribute to an unacceptable Level of Service at the <br /> intersection of Austin Road and Arch Road under cumulative conditions. This <br /> would be significant and unavoidable. <br /> • The project plus cumulative traffic would result in unacceptable travel speed on <br /> northbound Austin Road during the PM peak. This would be significant and <br /> unavoidable. <br /> • The project would contribute to cumulatively significant loss of agricultural <br /> lands. This could be mitigated to a less than significant level with measures <br /> identified in this EIR. <br /> • The project would traffic noise, including project truck traffic,would be <br /> significant and unavoidable. <br /> • The project would contribute to a cumulatively significant and unmitigable <br /> increase in air pollutant emissions. <br /> No cumulatively significant impacts were identified for several topic areas, including <br /> Public Health and Safety, Hydrology and Water Quality, Soils and Geology, Vegetation <br /> and Wildlife, Public Services and Utilities, Cultural Resources, and Visual Quality. <br /> C. SIGNIFICANT UNAVOIDABLE ADVERSE IMPACTS <br /> Potential project-specific and cumulative impacts of the construction, operation, and <br /> closure of the proposed expanded landfill were evaluated, and,where possible, <br /> mitigation measures were identified that would reduce the impacts to a less-than- <br /> significant level. After mitigation, the following unavoidable significant impacts that <br /> would result from project implementation were identified: <br /> • Project-related noise would contribute to a significant unavoidable increase in <br /> ambient noise levels associated with truck traffic. <br /> • The project would contribute to a cumulatively significant increase in air <br /> pollutant emissions; <br /> • The increase in height and mass of the proposed project would constitute a <br /> significant visual impact. <br /> D. SIGNIFICANT IRREVERSIBLE ENVIRONMENTAL CHANGES <br /> Expansion of the existing Forward Landfill would cause the following irreversible <br /> environmental changes: <br /> • Permanent modification of landscape and topography, as evidenced by <br /> irreversible changes in site land surface contours, drainage contours, and <br /> elevation. The appearance of the landfill would be permanently altered by <br /> emplacement of waste. The increase in elevation would be apparent even after <br /> mitigation activities were completed, and would be visible from several off-site <br /> locations, especially along Austin Road. <br /> • Landfill leachate could degrade water duality over time, requiring water quality <br /> monitoring and possible implementation of control measures. This could be a <br /> long-term impact, as leachate gradually escapes from the landfill over an <br /> extended period of time. <br />
