SAN JOAQUIN COUNTY <br /> 2, COMMUNITY DEVELOPMENT DEPARTMENT <br /> . �. 1810 E.HAZELTON AVE.,STOCKTON,CA 95205-6232 <br /> -p-�R''' PHONE:209/468-3121 FAX:209/468-3163 <br /> NOTICE OF AVAILABILITY <br /> FOR THE <br /> DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (DSEIR) <br /> FORWARD LANDFILL EXPANSION PROJECT <br /> NOTICE IS HEREBY GIVEN that the San Joaquin County Community Development Department, acting as <br /> Lead Agency under the California Environmental Quality Act(CEQA) that the above document is available for <br /> review and comment. The review period begins December 10, 2014 and ends on January 23, 2015. All <br /> comments regarding the Draft SEIR must be received by the ending date. <br /> Application <br /> The application being processed is Use Permit Application No. PA-0800087 of Forward Inc. to increase the <br /> disposal footprint from approximately 355 acres to 370 acres. The proposed additional development area <br /> includes two areas within the currently permitted landfill boundaries. Approximately 8.7 acres in the northeast <br /> corner of the site and approximately 6.2 acres in the south area. The acreage added in the south area is gained <br /> by shifting the existing disposal footprint north and realigning the creek to the southern and eastern boundaries of <br /> the site.The proposed expansion areas are not under a Williamson Act Contract. All the additional expansion <br /> acreage is within the boundary facilities currently permitted under Use Permit application No. UP-00-0007. <br /> (Use Type: Major Impact Services) <br /> Current Proposed Project <br /> The major modifications being proposed are: <br /> • Relocation of 3,200 feet of the South Branch of the South Fork of Littlejohns Creek to the southeastern <br /> boundaries of the project site; and <br /> • Increase the remaining landfill capacity by approximately 8.0 million cubic yards(cy), from approximately <br /> 20.0 million cy (as of February 2014) to approximately 28.0 million cy; and <br /> • Expansion of the existing refuse disposal footprint. <br /> Previous Proposed Project <br /> In 2012 Forward proposed a previous expansion project of the landfilling operations onto an adjoining 184.0 <br /> acre parcel. This parcel was located within closer proximity to the Stockton Metropolitan Airport then the <br /> current proposed expansion project area, and required a four-fifths vote of the Board of Supervisors to <br /> override the County Airport Land Use Commission finding that this proposed expansion project was not in <br /> conformity with the 1993 San Joaquin County Airport Land Use Plan. This former project failed to achieve the <br /> required four-fifth override vote of the Board of Supervisors. The Board of Supervisors did vote, however, to <br /> certify the Forward Landfill Expansion Final Environmental Impact Report(FEIR)as having been prepared in <br /> accordance with the California Environmental Quality Act (GC 15151) and adequate for use for decision- <br /> making purposes. <br /> The revised project described in the proposed SEIR in relation to the FEIR is a smaller development of <br /> permitted landfilling capacity that does not include the previously proposed horizontal expansion of landfilling <br /> operations onto the adjacent 184.0-acre parcel and no cancellation of the Williamson Act Contract. <br />
