Landfill 2014 Expansion Project r <br /> continued industrial and commercial growth and development in the County <br /> and surrounding regions. <br /> • Assist the County and surrounding regions in meeting the current California <br /> state legislative mandate for recycling or beneficially reusing the non-hazardous <br /> waste stream and thus diverting from landfilling, and also assist these <br /> communities in meeting increased state recycling and beneficial reuse goals, by <br /> providing for the recycling and beneficial reuse of several categories of waste ' <br /> materials received at the facility, such as green waste, wood waste, construction <br /> and demolition debris, and other consumer recyclables (i.e. plastic, cardboard, <br /> metal, wood,grass brush, fabric, paper, and sheetrock). r- <br /> • Provide land area and facilities for an efficient, combined resource recovery and <br /> disposal operation to reduce or eliminate the need for solid waste to be delivered <br /> to multiple locations to achieve processing, beneficial re-use, and residuals <br /> disposal and thereby reduce green-house gas impacts and capital expenditures <br /> for improvements to roadways and associated infrastructure, such as transfer <br /> stations. <br /> C. SITE DESCRIPTION <br /> The existing Forward Landfill and surrounding land uses are described in III.0 Site Description, ' <br /> pages III-3 to III-9 of the 2013 Forward Landfill Expansion Final Environmental Impact Report <br /> (FEIR) and reproduced below. With the exception of two changes to nearby approved and <br /> proposed projects, which are discussed in Adjacent and Nearby Land Uses,below, and the <br /> installation of a larger Landfill Gas to Energy plant to replace the smaller plant described in the <br /> 2013 EIR, discussed under Existing Resource Recovery Facilities and Activities,below, there <br /> have been no changes to the site description in the 2013 EIR. <br /> Project Location and Access <br /> The existing Forward Landfill is located southeast of the City of Stockton at 9999 South Austin <br /> Road in Manteca, California (see Figure III.0-1). <br /> Access to the site is from Austin Road, a rural two-lane,paved road oriented north/south <br /> connecting with Mariposa Road to the north and ultimately connecting with Highway 99. <br /> French Camp Road, Arch Road,Mariposa Road, Interstate 5, Highway 99, and Highway 120 <br /> provide access to Austin Road. _ <br /> There are four entrances/exits to the site from Austin Road. The main entrance to the existing <br /> Forward Landfill is an approximately 65-ft wide gravel road that narrows to approximately 35- <br /> ft and extends approximately 2400-ft to the scalehouse. The main exit road parallels the <br /> entrance road and is paved for approximately 850-ft from the intersection at Austin road and is <br /> then gravel for another 1550-ft to the scalehouse. The portion of the exit road nearest Austin <br /> Road is approximately 50-ft wide and the road then narrows to approximately 35-ft wide. The <br /> main entrance is located approximately midway along the eastern boundary of the site. A <br /> second entrance/exit area is located in the northeast corner of the property and is used to access <br /> the northern portion of the landfill(the former Austin Road Sanitary Landfill). The <br /> entrance/exit to the transfer station/materials recovery facility is located south of the South <br /> Fork of South Littlejohns Creek. A 15-foot wide gravel access road is located directly north of <br /> the South Branch. <br />
