Hazelton Ave <br /> Stockton,CA 95205 <br /> Subject: Draft Envirorunental Impact Report PA-0800105 Forward Landfill Expansion <br /> Mr.Funderburg, <br /> The Environmental Health Department(EHD)has reviewed the above referenced document and has the <br /> follownig comments. <br /> I. The proposed project plans to expand the landfill in 2 areas within the facility boundaries. The changes <br /> require that the operator make an application to revise the Solid Waste Facility Permit(SWFP). The <br /> SWFP has several supporting documents. Those documents will require revising as well. The Joint <br /> Technical Document(JTD)contains the Preliminary Closure-Post Closure Maintenance Plan <br /> (PCPCMP). The cost estimates associated with PCPCMP and the non-water corrective action plan will <br /> require revising to reflect the changes proposed by the project. <br /> 2. The Forward Inc. site has 184 acres located in the south west corner of the landfill that has been <br /> designated as a buffer area(Brocchini parcel). The buffer area has been restricted to no landfill activity. <br /> This would include landfill support activities,such as,equipment storage, and ancillary construction <br /> activities.The project proposes to relocate the South Branch of the South Fork of Little Joluis Creek. <br /> The creek location activities need to be completed without use of the Brocchinin parcel. <br /> 3. The DEIR on Page III-23 discusses how the site will control litter. As a condition of approval the site <br /> shall install and maintain a permanent litter fence along Austin Road starting at the entrance to the <br /> power plant and extending to the south facility boundary(excluding entrances). The fence will extend <br /> west along the south property boundary from Austin Road to the Brocchini parcel. The litter fence shall <br /> be no less than 20 feet in height.The litter fence can be installed in phases(no more than 3)and shall be <br /> shown on the Site Plan.The construction of the first phase of the litter fence must be completed within 1 <br /> year of project approval and additional phases prior to disposal of waste in those areas. The fence shall <br /> be maintained in good repair for the active disposal period of the landfill.
