ER-99-2 FOR THE PROPOSED CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL EXPANSION PROJECT(SCH NO. 90020718) <br /> I <br /> Attached for your review and comment is the Draft Supplemental Environmental Impact Report <br /> (DSEIR) prepared for the proposed City of Stockton Austin Road Landfill Expansion project <br /> which is located on the west side of Austin Road, approximately two(2) miles south of Mariposa <br /> Road and is both within the Stockton City limits and the unincorporated area of San Joaquin <br /> County. <br /> The City of Stockton's 182.5-acre Austin Road Landfill has been operated by the City since 1960 <br /> to dispose of a major portion of the City's municipal solid waste, In the early 1990s, the City of <br /> Stockton initiated a project to expand the landfill's capacity. The City developed a plan for <br /> expansion onto 219 acres adjacent to the existing landfill, including diversion of the North <br /> Branch of the South Fork of Little Johns Creek. The City obtained the necessary permits,and <br /> completed and certified an Environmental Impact Report on the proposed expansion on <br /> September 6, 1994(State Clearinghouse No. 90020718),but the landfill expansion was never <br /> implemented. <br /> The City of Stockton proposes to sell the permitted Austin Road Landfill (including the <br /> expansion option and the permits already obtained) to a private firm. The proposed expansion <br /> project is the same as that analyzed in the certified 1994 EIR. It includes vertical landfill <br /> expansion(additional waste disposed on top of the existing permitted landfill area), horizontal i <br /> expansion of the landfill onto the existing borrow pit and an additional 73 acres south of the <br /> existing landfill, a new borrow pit and space for future composting and materials recovery facility <br /> north of the existing landfill, 17 acres of wildlife habitat and floodplain, and diversion of the ' <br /> North Branch of the South Fork of Little Johns Creek, which currently flows between the <br /> proposed landfill expansion area and the existing landfill. <br /> When transferred to private ownership,the landfill will revert to the jurisdiction of San Joaquin <br /> County, and will require a County Use Permit, General Plan Amendment, and Zone <br /> Reclassification. It also will require changes in the City of Stockton's General Plan and zoning. <br /> The other required permits for the Iandfill expansion would remain in effect. The Draft <br /> Supplemental EIR identified the loss of prime farmland as a significant unavoidable impact. <br /> 5 <br /> F <br />
