ENVIRO)1» TAL HEALTH DIVISION
r r M-= HUGGINS
SAN JOAQUIN COUNTY ATTN;
COMMUNITY DEVELOPMENT DEPARTMENT '
• cR. ';p• 1810 E.HAZELTON AVE.,STOCKTON,CA 95205-6232
C1FOW PHONE:209/488.3121 FAX:2091468-3163
November 15, 1999
P
MEMORANDUM
TO: Reviewing Agencies and Interested Persons
FROM: Thomas M. Gau
Senior Civil Engineer
Development Services/
Engineering Division
SUBJECT: REVIEW OF DRAFT SUPPLEMENTAL ENVIONMENTAL IMPACT
REPORT NO. ER-99-2 FOR THE PROPOSED CITY OF STOCKTON
AUSTIN ROAD LANDFILL EXPANSION PROJECT(SCH NO. 90020718)
I
Attached for your review and comment is the Draft Supplemental Environmental Impact Report
(DSEIR) prepared for the proposed City of Stockton Austin Road Landfill Expansion project
which is located on the west side of Austin Road, approximately two(2) miles south of Mariposa
Road and is both within the Stockton City limits and the unincorporated area of San Joaquin
County.
The City of Stockton's 182.5-acre Austin Road Landfill has been operated by the City since 1960
to dispose of a major portion of the City's municipal solid waste, In the early 1990s, the City of
Stockton initiated a project to expand the landfill's capacity. The City developed a plan for
expansion onto 219 acres adjacent to the existing landfill, including diversion of the North
Branch of the South Fork of Little Johns Creek. The City obtained the necessary permits, and
completed and certified an Environmental Impact Report on the proposed expansion on
September 6, 1994(State Clearinghouse No. 90020718),but the landfill expansion was never
implemented.
The City of Stockton proposes to sell the permitted Austin Road Landfill (including the
expansion option and the permits already obtained) to a private firm. The proposed expansion
project is the same as that analyzed in the certified 1994 EIR. It includes vertical landfill
expansion(additional waste disposed on top of the existing permitted landfill area), horizontal i
expansion of the landfill onto the existing borrow pit and an additional 73 acres south of the
existing landfill, a new borrow pit and space for future composting and materials recovery facility
north of the existing landfill, 17 acres of wildlife habitat and floodplain, and diversion of the '
North Branch of the South Fork of Little Johns Creek, which currently flows between the
proposed landfill expansion area and the existing landfill.
When transferred to private ownership, the landfill will revert to the jurisdiction of San Joaquin
County, and will require a County Use Permit, General Plan Amendment, and Zone
Reclassification. It also will require changes in the City of Stockton's General Plan and zoning.
The other required permits for the Iandfill expansion would remain in effect. The Draft
Supplemental EIR identified the loss of prime farmland as a significant unavoidable impact.
5
F
