Chapter L Introduction `
BACKGROUND
FProject Location
The Austin Road Landfill site is located3 miles southeast of the City of Stockton (City). The
site is 1 mile east of State Route (SR) 99, west of Austin Road, and approximately 2,000 feet south
of the Northern California Youth Center facilities (Figure 1-1).
I :
,
Project Purpose
To meet the long-term disposal needs of its existing-and future population, the City is
proposing to expand the Austin Road Landfill capacity. The existing landfill is expected to reach its
planned capacity within 5 years.if the current waste stream is maintained. Without the expansion
project, the City will be faced with finding an alternative disposal site by 2002. The proposed project
would extend the He of the permitted landfill to 2053. The final environmental impact report (E1R)
for the Austin Road Landfill Expansion Project (SCH 9002071 S) was certified by the Stockton City
Council on September 6, 1994.
The purpose of realigning Littlejohns Creek would be to maximize the area available for
landfilling, reduce the overall cost of project design and implementation, and increase the habitat
values of the creek corridor. The landfill expansion project could be implemented without relocating
the stream channel, but with less than 50% of the proposed landfill expansion capacity and at a
substantially higher cost. More importantly, the habitat values of the relocated channel would be
much higher than they would be if the stream were maintained in its present location and constrained
on both sides by high levees and the surrounding landfill..
t :
Purpose of this Document
The purpose of this document is to present the City's proposed resource mitigation and
monitoring plan, fillip a onion of the north branch of the south fork of Little'ohns Creek that
i✓ P € P J !
Welland Mitigation and Mornuoring Plan for the Chapter 1.
