adequately compensates ail natural resource impacts associated with the Austin Road Landfill <br /> expansion project. <br /> The mitigation concepts outlined in this document have been discussed with representatives <br /> of the U. S. Army Corps of Engineers (Corps), U.S. Fish & Wildlife Service (USFWS), California <br /> Department of Fish and Game (DFG), California Department of Water Resources' Reclamation Board <br /> (DWRRB), U. S. Environmental Protection Agency (EPA), and San.Joaquin County Flood Control <br /> District (SJCFCD) and have been modified based on comments received from these agencies during <br /> previous meetings. <br /> In addition to planning the mitigation of proposed fill of jurisdictional waters of the United <br /> States, this document identifies performance standards and formulates monitoring requirements for <br /> realigning the creek and for planting vegetation to mitigate impacts. <br /> f : Site Description <br /> I <br /> The current landfill is located in a portion of the site north of Littlejohns Creek (Figure 1-2). � <br /> The vegetation on the landfill is ruderal with large areas of bare ground. Two borrow pits, with j <br /> ruderal and non-native annual grassland vegetation, are located on the western portion of the site. The <br /> F area between the borrow pits and the creek supports non-native annual grassland (Jones & Stokes <br /> Associates, Inc. 1995). <br /> i •. The area south of the creek is used as agricultural field and borrow it and cont <br /> €� p nuns ruderal 1 <br /> vegetation throughout. Several valley oak (Quercus lobasa) occur along the creek and adjacent to <br /> ditches along the edge of the site. Several walnut trees (Juglans hind cii) occur along the western edge <br /> of the site. The area north of the landfill gate, east of Littlejohns Creek and west of Austin Road, <br /> supports non-native annual grassland (Jones & Stokes Associates, Inc. 1995). <br /> Adjacent land use includes agriculture,rjuvenile an <br /> J J d women's detention facilities, and the <br /> Forward, Inc. Landfill. The Stockton Metropolitan Airport is within 10,000 feet of the Austin Road <br /> F, Landfill (Environmental Science Associates 1993). I <br /> Existing Facilities <br /> Ej The existing permitted acreage at the Austin Road Landfill is 184 acres pernvtted to a height r <br /> of 90 feet mean sea level (msi). Of the 184 acres, 123.3 acres are for solid-waste landfilling, 1.5 acres <br /> F! <br /> are for the Newcastle Road right-of-way, 16.5 acres are for flood-control easement for the north <br /> i branch of the south fork of Littlejohns Creek, and 42.6 acres are used as a borrow area (Figure 1-2). <br /> Wetland Mitigation and Monitoring Plat jar the Chapter 1.
