Chapter 3. Wetland Miti ation and Monitoring Plan <br /> GOALS AND OBJECTIVES <br /> The mitigation concept has been prepared to meet the following goals and objectives: <br /> ■ Mitigate wetland impacts resulting from expansion of the Austin Road Landfill by <br /> enhancing the habitat value within the floodplain of the proposed creek realignment area <br /> exceeding that which is currently.found along the existing creek. <br /> ■ Meet and exceed the functions and values of the existing creek with the proposed <br /> realigned creek corridor. <br /> • Provide stream capacity that will accommodate floodflows as required by SJCFCD. <br /> ■ Provide a design program for the proposed creek realignment that will allow for decreased <br /> creek maintenance and reduced vegetation clearing activities compared with those <br /> currently incurred within the adversely affected portions (reaches) of the channel. <br /> ■ Provide for an action and compensation plan for creek mitigation to facilitate the City's <br /> landfill expansion needs. <br /> MITIGATION CONCEPT <br /> The proposed mitigation concept is to compensate for project impacts on the creek corridor <br /> by creating a new channel with characteristics similar to those of the existing stream channel and <br /> adding 39.4 acres of riparian habitat (Figure 3-1). The created channel has been designed to emulate <br /> the existing stream channel, having a similar channel length, slope, and meander-belt average width. <br /> The floodplain will be widened from its present average of 46 feet to an average of 200 feet, <br /> increasing the area by a ratio of 5:1. The floodplain will be planted with riparian trees and shrubs. <br /> The addition of riparian habitat will substantially increase the habitat value of the creek corridor by <br /> creating new plant and wildlife habitat and establishing a buffer between the landfill and the stream <br /> channel. The wider floodplain will allow for establishing riparian vegetation without impeding <br /> floodflows. <br /> The cross-sectional area of the low-flow channel of the realigned creek will be constructed to <br /> the same dimensions as those of the existing creek.
