■ Completely excavate and grade the new channel before fall and winter rains (before
October 31). Earthen dams must remain at both points of connection to the existing
channel (Figure 3-2). Construct erosion-control measures, completely in place, before
October 31.
■ Complete the planting and seeding operations before November 15.
■ Open the downstream darn before the winter rains (before November 30) to allow 4
pressure to equalize between the new channel and the existing channel. ted{
■ Remove the upstream dam after the heavy spring flows (before April 30) to establish low q
summer flows into the upstream diversion point in the new channel. These flows will +I
gradually increase into the following rainy season.
■ Construct ape rmanent dam structure at the upstream channel diversion point during the
dry season (before October 31) followed by construction of a second permanent dam
structure at the downstream channel diversion point.
■ Complete dewatering and earthen fill and stabilization operations for the existing channel
before the start of the rainy season (before October 31).
RECORD DRAWINGS
Within 60 days of completion of mitigation construction, the City will submit to the Corps
records or "as-built" drawings documenting the constructed channel realignment, floodplain
topography, and mitigation plantings. The topography of the mitigation site will be delineated at _
1-foot contour intervals.
MONITORING AND MAINTENANCE OF MITIGATION AREAS
Maintenance of Revegetation Material
Maintenance of planted material will include checking each planting location once every
2 weeks during the first year's growing season (March 1-June 1) to examine plant vigor, plant
protection devices, weed growth, the stability of watering basins. Maintenance of native-grass cover
crop will include eradicating exotic and noxious weeds, protecting embankments and ditches from
erosion, and protecting seeded areas from vehicular traffic. Irrigation system maintenance will include
clearing weeds around the overhead spray sprinklers, cleaning sprinkler heads and drip emitters as
necessary, repairing damaged portions of the system, and ensuring that each plant is receiving
adequate irrigation,
Wetland Mitigation and Monitoring Plan for the Chapter 3.
