(5) Haut trucks carrying airborne material shall be covered during transport and sprayed with <br /> water prior to dumping if it is shown that this would reduce dust emissions during off-loading <br /> activities within the landfill. <br /> (6) The landfill operator shall restrict truck and equipment travel over loose, uncompacted, <br /> unpaved surfaces. <br /> (7) Vehicle speeds on the project site shall be limited to 15 MPH. The main access road would <br /> be paved and maintained sufficiently to effectively eliminate entrainment of visible dust <br /> emissions from vehicle travel in accordance with SJVUAPCD Rule 8040 (control of fine <br /> particulate matter[PM-10] from landfill disposal sites) and Rule 8060 (control of fine <br /> particulate matter[PM-10] from paved and unpaved roads) (see Final SEIR G.1, Impact and <br /> Mitigation). <br /> 5. STATE DEPARTMENT OF FISH AND GAME (Staff Contact: Dan Gifford, 369-8851) <br /> a. SALMON: All excavation work within Little Johns Creek shall occur in the summer months (July <br /> 31 through September 30)when the Sacramento River winter chinook salmon, the Sacramento <br /> River fall/late-fall chinook salmon, the Central California steelhead, and the Sacramento spittail <br /> would not be migratinglspawning or otherwide occur in Little Johns Creek. <br /> b. WESTERN POND TURTLE: West pond turtle surveys in accordance with USFW guidelines shall <br /> be conducted prior to construction activities occurring in Little Johns Creek. if western pond <br /> turtles are identified, nesting habitat will be avoided while in use. <br /> c. WESTERN MASTIFF BAT: Greater western mastiff bat surveys shall be conducted prior to <br /> removing any trees. If bats are identified during surveys, their reproductive status shall be <br /> determined, and maternity sites will be avoided until the bats finish rearing their young. Prior to <br /> the bats finishing rearing their.young, bat roosts/maternal"bat houses" shall be placed within a <br /> protected area in the vicinity of the roosting/maternity sites, if possible. <br /> d. BURROWING OWL: Protocol burrowing owl surveys shall be conducted in all ruderal habitats i <br /> on the project site. If there are construction activities proposed during the owl breeding season, <br /> and if burrowing owls are observed at or within 250 feet of the project site during pre-construction <br /> surveys, a 250-foot-wide protective buffer shall be established around the owls. The buffer shall <br /> be protected by placement of a barrier(construction fence) that will remain in place for the <br /> duration of the breeding season. If the burrowing owl habitat would be affected by the project, <br /> and it would be necessary to relocate owls, a burrowing owl habitat mitigation plan shall also be <br /> prepared and submitted to CDFG for approval. This plan shall include.the provision of 1:1 <br /> acreage replacement for the loss of burrowing owl habitat. <br /> e. SWAINSON'S HAWK: A Swainson's hawk nest survey shall be conducted on the project site <br /> and within ane-half mile of the site. If an active nest is found on the project site, or within a one- <br /> half mile zone of influence, project related disturbance shall be prohibited during critical phases of <br /> the nesting cycle (March 1 —September 15, annually). Disturbance will be ascertained by a <br /> qualified raptor biologist and CDFG. The project applicant shall replace any affected Swainson's <br /> hawk foraging habitat within one mile of a nest site with one acre of suitable Habitat Management <br /> Land (1:314 impact to replacement ratio). Finally, impacts that occur to Swainson's hawk foraging <br /> habitat greater than five miles, but less than 10 miles, from an active Swainson's hawk nest shall <br /> be replaced with one-half acre of Habitat Management Land (1:112 impact to replacement ratio). <br /> In lieu of habitat replacement, the applicant may pay a fee to the San Joaquin County Council of <br /> Governments pursuant to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan. <br /> San Joaquin County GP-99-7, ZR-99-6, UP-99-17, ER-99-21City of Stockton <br /> Community Development Page 29 <br />
