The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures(Impact F2): <br /> (a) Under current project plans, 31 of the 32 valley oaks are along the perimeter of the <br /> site or are in the designated wildlife preserve adjacent to the creek and would not be <br /> removed. <br /> (b) Prior to initiation of wiy activity within a 100 foot radius of a valley oakproposed for <br /> retention, the project proponent shall install clearly visible temporary fencing around the <br /> dripline of the Valley oak to prevent inadvertent damage during on-site activities. <br /> Fencing shall be removed upon completion of activity within the oak's vicinity. Site <br /> workers shall be advised of the sensitivity of on-site oaks to disturbance. <br /> (c) Where avoidance of a valley oak(s) as specified above is determined infeasible, the <br /> project proponent shall replace each oak as required by the County's Natural Resources <br /> Regulations:three oaks shall be planted in appropriate locations for each oak removed <br /> Replacement trees shall be the same species as the removed trees. Replacement trees <br /> shall be planted on the site in association with the Wetland Mitigation and Monitoring <br /> Plan described under Mitigation Measures F.1(b). <br /> (d) To ensure the success of mitigation,planted and retained trees shall be monitored for <br /> a period offrve years following initial disturbance within the vicinity of a retained tree or <br /> following planting of a replacement tree. If, during the course of monitoring, a <br /> significant decline in the health of planted or retained trees is identified by a qualified <br /> arborist, the tree shall be replaced as described under(c). <br /> Facts in Support of the Finding: <br /> The potential for impacts from removal of valley oaks is discussed in Section IILF of the EIR. <br /> Retaining and protecting during construction 31 of the 32 valley oaks on site would mitigate <br /> impacts on these 31 oaks. Impacts to the other valley oak would be mitigated through <br /> replacement and monitoring as described above. <br /> c.Reduction of Swainson's Hawk Habitat <br /> Potential Significant Impact(F.3): <br /> Implementation of the proposed project would, over the approximately 40-year project life, <br /> displace 80.5 acres of high quality foraging habitat(Brocchini property alfalfa field)and 133.4 <br /> acres of moderate quality foraging habitat(CYA and triangular properties)within a I0-mile <br /> radius of multiple State-listed Swainson's hawk nest sites(2139 acre total),and would contribute <br /> to the cumulative loss of potential Swainson's hawk foraging habitat in San Joaquin County. <br /> IF Finding: <br /> Based upon the analysis in the EIR,provision of Swainson's hawk habitat and execution of a <br /> habitat mitigation/management agreement with the California Department of Fish and Game,and <br /> participation in the San Joaquin County Multiple-Species Conservation and Open Space Plan, if <br /> 26 <br /> II <br />
