U <br /> between the landfill and the City of Stockton,to the northwest,via Mariposa Road. <br /> The Austin Road Landfill is presently open to licensed commercial and residential franchise haulers from <br /> 6:00 a.m. to 3:00 p.m., Monday to Friday, except on holidays,when the landfill closes at 1:00 p.m., and on <br /> Christman and New Years days, when it is closed. The landfill is closed on weekends, except on five <br /> consecutive Saturdays during the months of April and May,when the landfill is open from 7:00 a.m. to 5:00 <br /> p.m. for the Stockton Cleanup. There are five full-time employees on the site, and two part-time employees <br /> work when needed (typically during peak activity periods). The number of existing non-peak activity non- <br /> truck trips traveling to and from the project site is about 16 daily trips and about 2 a.m. peak hour trips. <br /> Hence, the total number of vehicle trips currently generated by the existing landfill facility is about 216 daily <br /> trips and about 30 a.m. peak hour trips. <br /> Traffic accident data was reviewed for the primary roadways providing access to the project over the three- <br /> year period of 1996 to 1998. The statewide average for reported traffic accidents on suburdan two- and <br /> three-lane conventional roadways is 2.51 accidents per million vehicle miles traveled (MVMT). All four <br /> roadway segments—Austin Road (1.44 accidents per MVMT), Mariposa Road (0.1 accidents per MVMT), <br /> French Camp Road (0.62 accidents per MVMT), and Arch Road (0.70 accidents per MVMT) — are well <br /> below the statewide average for reported accidents. Analysis of the accident data did not reveal any <br /> unusual safety or accident problems. <br /> Level of Service is the relationship between intersection capacity and the vehicular traffic using the <br /> intersection. Level of Service for intersections is as defined in the Transportation Research Board's 1994 <br /> "Highway Capacity Manual." The designations for traffic Level of Service (LOS) are the letters"A" through <br /> "F." The letter"A"corresponds to freeflow traffic conditions,while the letter"F" represents significant traffic <br /> delays and backups. <br /> The traffic analysis considered existing, existing plus background, existing plus background plus projects, <br /> and cumulative traffic conditions. Background conditions is defined as the sum of existing plus anticipated <br /> {but not yet built}approved project trips in the vicinity. The Austin Road Landfill project adds approximately <br /> 252 (236 trucks and 16 autos) new daily trips and 38 (34 trucks and 4 autos) peak hour trips. Actual truck <br /> trips were converted to passenger car equivalents by multiplying by 2.5. <br /> All studied intersections operate at an LOS "C" or better for all conditions except the Austin Road/Mariposa <br /> Road intersection,which operates at an LOS "F" for background, project, and cumulative traffic conditions. <br /> The minimum acceptable LOS in areas of San Joaquin County outside of a city's sphere of influence is LOS <br /> "C." Because the study intersections are within the City of Stockton's sphere of influence, however, the <br /> City's LOS "D" was used to identify significant adverse impacts, consistent with San Joaquin County <br /> General Plan policies. <br /> In order to mitigate the substandard operating conditions under project and cumulative conditions, the <br /> intersection of Austin Road and Mariposa Road will require traffic signals. The landfill shall pay a fair share <br /> contribution to the County for the installation of the signals when warranted. The project's fair share <br /> contribution is estimated to be 5 percent. <br /> Biological(Vegetation and Wildlife <br />= A recent reconnaissance of the project site, conducted on September 23, 1999, confirmed that overall <br /> conditions for biological resources remains much as it was described in the earlier document. Land use <br /> patterns within the immediate project site have not changed since the 1994 E1R. The existing landfill site is <br /> surrounded by primarily agriculturai.lands.
