The corridors of both the North and South Forks of South Littlejohns Creek are <br /> designated OS/RC (Resource Conservation). The Agriculture--Urban Reserve land use ' <br /> designation "provides a reserve for urban development,but is not necessary to accommodate <br /> development projected during the planning period of the General Plan(i.e.,2035)." Allowed <br /> uses include"Compatible public, quasi-public, and special uses(e.g.,parks)". <br /> The General Agriculture land use designation"provides for large-scale agricultural production <br /> and associated processing, sales, and support uses." Allowed uses include "Compatible public, ' <br /> quasi-public, and special uses". <br /> General Plan Policies <br /> The San Joaquin County General Plan Background Report Section 9.4,Solid Waste and <br /> Hazardous Waste describes existing solid waste practices within the County. Solid waste ' <br /> handling operations are critical to the health and safety of County residents.. Part 4 <br /> Administration and Implementation of the General Plan Policy Document contains one <br /> program relating to solid waste: <br /> Program IS4:Mandatory Collection Ordinance. The County shall develop and adopt an <br /> ordinance requiring solid waste collection, including recycling,from all Urban and Rural <br /> communities. (RDR) <br /> The County of San Joaquin County General Plan Resource Element contains the following <br /> objective and implementation measures regarding the loss of agricultural land: ' <br /> Objective 1. To protect agricultural lands needed for the continuation of commercial agricultural <br /> enterprises,small-scale farming operations and the preservation of open space. <br /> Implementation 3. Mechanisms for Preservation of Agricultural Land <br /> (a) The County shall support mechanisms for the preservation of agricultural land,such as <br /> agricultural trusts. (Board of Supervisors) <br /> (b) The County shall investigate the establishment of financial mechanisms to preserve <br /> agricultural lands. (County Administrator,Planning) <br /> ...[parts (c)and(d)are not applicable]... <br /> (e) The County shall study the feasibility of establishing mitigation fees to be paid when lands are <br /> converted from agriculture and/or open space to an urban use. Such fees could be used for <br /> programs such as purchasing development rights or fee titles to property. (Planning) ' <br /> The San Joaquin County General Plan Public Health and Safety Element contains the following <br /> goal and policies regarding Fire Safety: ' <br /> GOAL PHS-4. To minimize the risk of wildland and urban fire hazards. <br /> PHS-4.1 Community Wildfire Protection Plan.
