Draft Supplemental Environmental Impact Report Page IV.A-7 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> City of Stockton General Plan 2035 <br /> The Stockton General Plan 2035 (adopted December 11,2007)established the following Public <br /> Facility Services(PFS)policies: <br /> PFS-5.1 Solid Waste Reduction-The City shall promote the maximum feasible use of solid waste <br /> ' reduction, recycling, and composting of wastes and strive to reduce commercial and industrial <br /> waste on an annual basis. <br /> PFS-5.2 Recycling Programs-The City shall continue to require recycling in public and private <br /> ' operations to reduce demand for solid waste disposal capacity. <br /> PFS-5.5 Recycling of Hazardous Materials-The City shall require the proper disposal and <br /> ' recycling of hazardous materials. <br /> PFS-5.6 Recycling of Construction Materials-The City shall require the recycling of construction <br /> debris. <br /> Zoning Classification <br /> The San Joaquin County Zoning Map designates the existing landfill site(including the creek <br /> corridors) and the proposed 2018 Expansion Project areas as AG-40, General Agriculture,40- <br /> acre minimum. Uses permitted in AG zones include agricultural and certain residential, <br /> ' agricultural commercial, agricultural processing, communication,educational,utility, religious, <br /> recreation, and Major Impact Services uses. In the AG-40 zone,the minimum size for new <br /> parcels is 40.0 acres. The San Joaquin County Development Title specifies that the Major Impact <br /> ' Services use classification is a conditionally permitted use in AG-40 zone, subject to an <br /> approved Use Permit application. Major Impact Services use types include sanitary landfills, <br /> which are defined as land intensive activities that must be located away from residences or <br /> concentrations of people due to the nature of the operation's impacts. The existing Forward <br /> Landfill is classified under the Major Impact Services use type and currently permitted under <br /> San Joaquin County Land Use Permit No.UP-00-0007, granted by the Board of Supervisors in <br /> April 2003. <br /> Airport Land Use Commission (ALUC) and 2016 Airport Land Use Compatibility Plan <br /> Update for Stockton Metropolitan Airport(ALUP) <br /> San Joaquin County has designated the San Joaquin Council of Governments (SJCOG) to serve <br /> ' as the County Airport Land Use Commission(ALUC)in accordance with the Public Utilities <br /> Code (PUC section 21670.1). Under State law,each Commission must formulate an Airport <br /> Land Use Compatibility Plan(ALUP)that provides for the orderly growth of each public <br /> airport and the area surrounding the airport within the jurisdiction of the Commission, and <br /> safeguard the welfare of the inhabitants within the vicinity of the airport and the public in <br /> general (PUC section 21675(a)). In formulating an ALUP,the ALUC may develop height <br /> ' restrictions on buildings, specify use of land, and determine building standards,including <br /> soundproofing adjacent to airports,within the Airport Influence Area.
