' Draft Supplemental Environmental Impact Report Page IV.A-11 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> federal aviation regulations, including part 77 of the Title 14 of the Code of Federal Regulations, <br /> which establish height limits for structures near airports. The ALUP shall be reviewed as often <br /> as necessary in order to accomplish its purposes (PUC section 21675 (a)). <br /> An Airport Land Use Compatibility Plan Update for Stockton Metropolitan Airport was <br /> adopted by the County in May 2016 (Coffman Associates, 2016), and amended in February 2018 <br /> (Coffman Associates, 2018). This document replaces the Stockton Metropolitan Airport portion <br /> of the 1993 Airport Land Use Plan for San Joaquin County,which was in effect at the time the <br /> 2013 EIR was prepared. The ALUP designates an Airport Influence Area for the Stockton <br /> ' Metropolitan Airport. The two proposed expansion areas are located within the Airport <br /> Influence Area. <br /> The project expansion areas are within the Safety Zone designated as Traffic Pattern(Zone 7b) <br /> for the Stockton Metropolitan Airport(see Figures IV.A-2A, IV.A-2B, and IV.A-2C: Stockton <br /> Metropolitan Airport Land Use Safety Zones). "Hazards to flight" are prohibited land uses in <br /> ' Zone 7b, applicable to the two proposed expansion areas. Hazards to flight include "physical <br /> (e.g., tall objects),visual,and electronic forms of interference with the safety of aircraft operations. Land <br /> use development that may cause the attraction of birds or other wildlife hazards to increase is also <br /> ' prohibited. Such uses (e.g. stormwater management facilities, other waterways,golf courses)are further <br /> detailed in FAA Advisory Circular 15015200-33B or subsequent advisory(Hazardous Wildlife <br /> Attractants On or Near Airports)". <br /> Land use restrictions in Zone 7b also state "New dumps or landfills and the expansion of existing <br /> dumps or landfills are subject to FAA notification and review and are further subject to restrictions and <br /> ' conditions outlined in U.S. Code Title 49, Subtitle VII,Part A, Subpart iii, Chapter 447, Section 44718; <br /> 40 CFR Section 258.10;FAA Advisory Circular 15015200-34A or subsequent advisory(Construction or <br /> Establishment of Landfills Near Public Airports),FAA Advisory Circular 15015200-33B or subsequent <br /> ' advisory, (Hazardous Wildlife Attractants on or Near Airports)."' <br /> San Joaquin County General Plan <br /> The Public Facilities and Services Element of the San Joaquin County General Plan Policy <br /> Document(adopted in December 2016) contains the following goal and policies: <br /> GOAL TM-8. To ensure that the air transportation system accommodates the growth of air <br /> commerce and general aviation needs within the parameters of compatible surrounding uses. <br /> ' TM-8.5 Compatible Land Uses. The County shall require that only compatible land uses be <br /> permitted near airports, in accordance with the Airport Land Use Plan. (RDR)� <br /> TM-8.6 Airport Operations.
