Landfill 2018 Expansion Project <br /> The gull control program shall include monitoring of gulls feeding at or using the <br /> landfill, as described below. <br /> • Monitoring shall be conducted by an independent third-party firm <br /> or individual with experience in the field of bird hazards to aircraft <br /> safety. <br /> • The third-party monitoring shall consist of a minimum of six site <br /> visits, each lasting four hours, every month from October through <br /> May. To the extent possible, the site visits shall be announced in <br /> advance. During each month: <br /> o two of the visits shall begin at dawn, <br /> o two shall occur during mid-day, <br /> 0 one shall occur late in the afternoon covering the period after <br /> the falconer has finished for the day, and <br /> 0 one shall occur on Sunday when the landfill is closed to ensure <br /> that gulls are not accessing the site when staff are absent. <br /> • Site visits in addition to the minimum of six monthly visits described <br /> above shall be made if necessary to verify the criteria for failure <br /> described below. <br /> • The results of the monitoring shall be documented in an annual <br /> report. <br /> • Landfill staff shall participate in monitoring so that action can be <br /> taken as soon as a potential problem is identified. <br /> The control program shall be considered to be failing and will require upgrading if <br /> any of the following situations occur: <br />
