Draft Supplemental Environmental Impact Report Page I1-15
Forward Inc. Landfill 2018 Expansion Project
C.3. On-Site Landfill Mitigation Measure C.3. The Landfills all implement one oft e following two Less than
Equipment Noise options e to mitigate this potentially significant impactFes : Significant
(a) Heavy equipment operations shall not be conducted within 1,500 feet of any
occupied residence after 10 p.m. and before 7 a.m.;or
(b)Equipment operations within 1,500 feet of any residence after 10 p.m. or before 7
a.m. shall be fully shielded from the direct line of sight to the residence by an
earthen berm whose crown elevation exceeds the elevation of the top of the exhaust
stack.
CA. Cumulative Traffic Mitigation Measure C.2.would minimize noise increases(for residences that Significant and
Noise Impacts implement the soundproofing),however,th-us no mitigations Unavoidable
guarantee reducing all noise increases for this cumulative impact other than
reducing project operations. Such a reduction would be a substantial change to the
proposed project and therefore is addressed as a component of Alternative 2B
(Reduced Size/Reduced Daily Operations Alternative) in Chapter V of the 2013
FEIR(see Alternative 6). Therefore, the project's noise increment is considered to
be cumulatively considerable and the cumulative traffic noise impact is considered
significant and unavoidable.
D.AIR
QUALITY/ODORS/
CLIMATE CHANGE
Mitigation Measure D.1. The applicants all comply with Regulation VIII Rule Less t an
D.1.Initial construction 8011 and implement the following control measures during construction: Significant
particulate matter(PM10)
and equipment exhaust • The applicant shall submit a Dust Control Plan subject to review and
emissions. approval of the SJVAPCD at least 30 days prior to the start of any
