Less than <br /> new landfill volume could Forward Landfill has agreed to a short-term and long-term mitigation of the Significant <br /> potentially contribute to offsite impacts of the existing VOC plume,to provide an alternative source of <br /> the known VOC- drinking water to those residents in the downgradient area who are using <br /> contaminated plume and domestic water wells for drinking water and whose domestic wells may be <br /> other groundwater adversely affected by the VOC plume.A long-term solution currently being <br /> contamination. investigated by Forward to assist those residents on Newcastle Road,who are <br /> already being provided with bottled drinking water by Forward,is for Forward <br /> to provide the property owners on Newcastle Road in the footprint of the <br /> downgradient plume with municipal piped water to replace the current use of <br /> the supply wells; <br /> • The residences on Newcastle Road would continue to be supplied with bottled <br /> water until municipal piped water is provided; <br /> • Residents on Austin Road would continue to be supplied with bottled water <br /> from the City of Stockton until municipal piped water is provided. <br /> • Because of the potential for impact from the plume to the downgradient <br /> receptors determination of the sampling program frequency and any changes to <br /> it, along with the appropriate mitigation, is the responsibility of the RWQCB <br /> and must be carried out under their permit authorization;and <br /> • The groundwater capture and remediation system could be augmented to <br /> capture the current offsite plume to the satisfaction of the RWQCB based on <br /> their review of future source control reports. <br /> Implementation of these procedures and protections would reduce the impact to a <br /> less-than-significant level. <br />
